Kuwaiti Firm's U.S. Island
Re-Zoning Request Protested

CHARLESTON, S.C.
(JTA) — The Charleston
County Council-will act Apr.
11 on a rezoning request
from the Kiawah Beach Co.,
a subsidiary seeking to de-
velop the 10-mile oceanic is-
land for the Kuwaiti Invest-
ment Co. which is owned by
the government and royal
family of Kuwait.
- The battle, over re-zoning
to perm-it the development
has made the island off the
South ,Carolina coast the
focus of public reaction to
Arab influence from ex-
panding Arab investments
in this country. The County
Council set the April.lear-
ing I date after holding a
meeting to hear arguments
on the re-zoning decision. -
The 3,000-member Char-
leston Jewish community,
in cooperation with conser-
vation groups, protested
against the development of
the island_by Kuwait which
bought the barrier strip last
year for $17.4 million.
Frank Bruinley, general
manager of the Kiawah
Beach Co., said that the
firm would go ahead __with
or without- the zoning
change but that such a
change would make possi-
ble a planned development
rather than a piecemeal
approach.
Jewish organizations
sponsored a rally outside

the County Council meeting
hall, in advance of the public
hearing, protesting the
Arab ties to the project. One
of the 1,500 American corn-
panies on the Arab blacklist
has headquarters here.
Kenneth Goodman, man-
agerof a local radio station,
told the hearing that Arab
pressure applied to compa-
nies doing-business with the
development firm "can be
totally destructive to our
American way of life."
Declaring that the coun-
cil would,, not allow a pol-
luting industry to move
into the island, Goodman
said, "How can you allow ,
a polluter of hate and dis-
crimination to move into
our community?" Rabbi
Charles Sherman, speak-
ing for the Charleston
Jewish Welfare Fund, said
American blood was shed
"so that no country could
take by force what the
Arabs would take with oil
money."
Brumley replied that his
company had pledged non-
discrimination and was now
doing business with Jewish-
owned enterprises. He said
he did not know what the
company would do if the
Arab- owners selected firms
not to do business with, but
he insisted his company
would not participate in any
illegal secondary boycott.

Salturelli, head of the De-
troit Office of the U.S. Im-
migration and Naturaliza-
tion Service, Trifa, who , is
accused of committing
atrocities against Jews in
World War II, will be de-
ported if the suit is success-
ful.
Trifa came to the U.S.'in
1950 and became a citizen in
1957.
The Justice Depart-
ment's decision culmi-
nated a 30-year effort_ by
Jewish groups who charge
that Bishop Trifa, as ,a
student leader of the right--
wing Iron Guard of Fascist
Romania, was active in a
massacre.of Jews in Bu--
charest in January 1941.
Assistant U.S. Attorney
Michael Gladstone said he
plans to file the suit in Fed-
eral District Court-in De-
trbit- aginst BiShop Trifa by
the end of the month. The
suit will charge that the
bishop lied to INS officials
about his war activities.
Salturelli said the legal
actions against bishop Trifa
were ordered on the basis of
"many months of investiga-
tion both here and in New
York."
He said several eyewit-
nesses had been found to
certify Trifa's participation
in the atrocities. Trifa has
admitted to being a leader
of the Iron Guard, a Roman-
ian nationalist movement
sympathetic to Nazi Ger-
many, but has denied any
involvement in anti-Jewish
actions.
