The Struggle Within NRP

JERUSALEM — Re-
cently a minor revolution
took place in the Tel Aviv
branch of the National Reli-
gious Party (NRP). Minister
of Religious Affairs Yitzhak
Raphael's supporters were
forced to surrender their
places on the branch execu-
tive to the representatives of
the Young Faction, their
sworn political rivals. The
coup was possible because
some of Raphael's support-
ers left him and joined his
opponents.
Shortly before, Raphael
suffered a defeat in the
Knpsset. Under his influ-
ence the NRP caucus at the
Knesset decided to back MK
Aharon Abu Haziva — a
faithful Raphael henchman
— as its candidate for mem-
bership an the committee
for nomination of Dayanim
(judges in the rabinnical
courts). The committee con-
sists of representatives of
the Chief Rabbinate, the
government, the municipali-
ties, the Advocates Associa-
tion, and the Knesset.
But the Young Faction of
the NRP executed .a sophis-
ticated political maneuver
to the diScomfiture of their
party's -veteran leadership.
The two MKs of the Young
Faction — Zevulun Ham-
mer and Dr.-Yehuda Ben-
Meir — quietly examined
the possibility of submitting
their own candidate for the
committee, thus challenging
the NRP nomina-
tion. They found that such a
move would win, wide sup-
port in the -House. MKs of
many other parties prom-
ised to vote for- the Young
Faction's candidate. Duly
encouraged, _Hammer sub-
mitted himself as a candi-
date.
When Hammer's move
became known, the NRP
veteran leadership was
shocked. • Both sides
launched a strong pres-
sure ,campaign. Raphael
threatened to remove the
Young Faction's -MKs
from their membership on
several important Knesset
committees on which they
represent the NRP. The
Young Faction published
hints of the possibility of
splitting the party. But,
Hammer suddenly an-
nounced he was withdraw-
ing his candidacy.
In challenging the official
candidate Hammer's pur-
pose was not to win the
committee place for him-
self, but rather to frustrate
Raphael's plans and at the
same time test the Young
Faction's potential political
support in the Knesset. Be-•
hind the scenes, Hammer's
withdrawal from the race
was accompanied by secret
negotiations betCveen sev-
eral MKs. Officially no one
will admit to such negotia-

chief editor-is Rabbi Dr. H.
Rabinowitz, a Hasidic

Four MKs ran for the two
Knesset places on the Day-
anim Appointment Corn-
mittee: Aharon Abu-Haziva -
of the NRP; Rabbi Mena-
chem Hacohen of the Labor
Alignment; Menachem
Yedid of the Likud bloc; and
Rabbi Kalmann Kahane of
Aguda. Hacohen and Yedid
were the winners, with
Yedid — the Likud man —
winning 56 votes compared
to the 43 he was entitled to
expect as an opposition
nominee. Abu-Haziva got
only 47 votes and Rabbi
Kahane 40.
Commenting on the sig-
nificance of this essentially
unimportant vote, political
observers pointed out that
the Young Faction of the
NRP succeeded in tarnish-
ing Yitzhak Raphael's all-
powerful image in the
party.
The Young Faction's lead-
ers have thus emerged as a
real danger to Raphael's
control over the NRP. A
sense of rebellion,can be felt
in the Knesset. The voting
reflected general dissatis-
faction with the present
leaders of all parties.

WASHINGTON (JTA) —
Rep. Elizabeth Holtzman
(D-NY) announced that the
Department of Defense no
longer will provide U.S.
training free of charge to
Saudi Arabian troops.
Miss Holtzman said she
received assurance from the
chairman of the House sub-
committee on foreign -opera-
tions, Rep. Otto Passman
(D-La.) that all training
from now on will be on a
reimbursable basis.
Under the legislatidn that
had adopted, $220,000
was available for grants to
Saudi Arabia to pay for
Saudi military training. Al-
though $38,000 of this
amount has already been
obligated the remainder will
not be spent.
