After hearing two govern-

almost no concern over the
impact of the Arab boy-

Sen. John Sparkman (D.-
Ala.), aiming to restrict oil-
rich Arabs and other for-
eigners from buying land in
the United States, urged the
Senate to empower the U.S.
government to stop "ex-
cessive purchases" by a for-
eign purchaser.
In Jerusalem, Haim Her-
zog, the noted military ana-
lyst, former chief of intelli-
gence and new Ambassador
to the United Nations, is-
sued a searing attack
against what he termed "the
Jewish failure" to counter-
attack the Arab boycott.
The salvo was fired against
both the Israeli government
and the Jewish leadership in
the diaspora.
Herzog, in an article
published in "Haaretz,"
called upon the Israeli
government to establish a
central government body
which would deal with the
boycott, and as a first step
urged the convening of a
world Jewish economic
conference in Jerusalem
which would organize the
battle against the boycott.
In a stinging critique of
the government, Herzog
stated that "in all its years
it did not evaluate the im-
portance of this subject and
did not establish an appro-
priate body to counter-at-
tack and to provide the Jew-
ish world with guidance and
leadership."

Bank of Jordan
May Open Again
on the West Bank

JERUSALEM (JTA) —
The Bank of Israel is re-
ported today to be on the
verge of concluding negotia-
tions with the Arab Bank of
Jordan for the latter to open
branches on the West Bank.
However, Meir Het, su-
pervisor of banks at the
Bank of Israel, denied that
an agreement already has
been reached.
He said the negotiations
with the Jordanian bank,
one of the largest Arab
banks, have been going on
for some time but there
were still a few obstacles to
overcome.
Representatives of the
Arab Bank were said to
have agreed in principle to
accept the Bank of Israel's
supervision of its branches
in the administered territo-
ries.
Negotiations are also re-
portedly being conducted
with a local bank in Gaza
which wants to resume op-
erations that were sus-
pended during the Six-Day
War.
