fellow-citizens in the repair
of their walls. His expendi-
ture is as great as his risk.
But he who joins the major-
ity spends little, yet re-
mains in safety, because one
replaces the defects of the
other. The city is in the best

"Targum" is the. term
used to denote a translation
of the Scriptures. It is
usually a term confined to
the Aramaic translations.
The word itself comes from
a Greek word "Tragema"
meaning a "desert." In early
times, as each verse was
read in Hebrew from the
Holy Scroll of the Torah an
official translator followed
it with a translation in Ara-
maic, which was the verna-
cular of the day. This made
the Biblical verse more tasty
in an intellectual sense and
so it was considered a des-
sert following the meal. The
Targum was often more
than a translation. It of-
fered various interpreta-
tions of the verses of Scrip-
ture.

'Jerusalem Focus
of U.S. Affairs
in Middle East'

WASHINGTON (ZINS)
— Dr. Henry Kissinger told
20 members of the House at
a closed meeting recently
that America's policy in the
Middle East is aimed, in
part, at the internationali-
zation of the old city of Je-
rusalem, according to Con-
gressman Thomas O'Neil,
who took part in the meet-
ing.
The 20 legislators are
scheduled to visit the Middle
East on a foreign policy
study mission the end of
March.
According to O'Neil, Kis-
singer outlined his policy of
three distinct stages: diplo-
matic efforts leading to a
withdrawal by Israel from•
most of the Sinai and Golan
Heights; reaching an accord
which will make it possible
for King Hussein to begin
negotiations with Israel
with a view to the return of
most of the West Bank ter-
ritory in which an indepen-
dent Palestinian state will
be created; and the interna-
tionalization of the old city
of Jerusalem which, in the
secretary's view, is an inte-
gral part of any final solu-
tion to the Middle East con-
flict.
