According to Tekoah, "Waldheim presents in gen- eral a very balanced pos- ture. He attempts to avoid a confrontation between the parties involved in the Mid- dle East conflict. He pre- feres to maintain his posi- tion by appearing to be uninvolved." On Red China, he said that country ranks high among the nations who are "hostile" to Israel. On the other hand, says Tekoah, there is no hostility on a personal level and the Chinese display no bitter- ness against Israel. Tekoah said that repre- sentatives of officially un- friendly nations very often express their friendship and admiration for Israel. He said he received a Ha7 nuka greeting card from a very important Soviet per- sonality in the USSR dele- gation. Although the sender was a non-Jew, the greeting was signed with Hebrew characters.
