Britain, show a fall-off?
Tourists to Israel in 1974
on the average spent less
than had been expected in
view of the devaluation and
rising prices here. The min-
istry believes this is due to
the decline of American
tourism — on the assump-
tion that the Americans are
the biggest spenders and
push the average up. Hotel
prices have been kept stable
despite the devaluation, the
ministry intends to keep
them pegged well into 1975,
and is prepared to offer ho-
teliers added incentive pay-
ments if this proves neces-
sary.
Hoteliers have of late
been complaining — natu-
rally, in view of the declin-
ing occupancy rates — but
Tourism Minister Moshe
Kol often remarks (to their
chagrin) that until now, at
least, they are making a
very good living by any
standards. Before the Yom
Kippur War, he sometimes
adds, they made a very
much better living than
most other sectors of the
Israeli economy.
Naturally, again, some
hoteliers are apprehansive
at the prospect of the
newer and plusher hotels
taking away the trade of
the old established ones.
Despite the decline in oc-
cupancy rates, most hotels
are still above the break-
even point, the ministry
asserts. The new Jerusa-
lem Hilton itself boasts a
65 percent occupancy
booking rate from Febru-
ary through the rest of this
year.
But clearly, an almost
certain way of upping the
figures would be for Israel
to permit charter flights.
The ministry is not by an

JERUSALEM — More
tourists come to Israel each
year from Europe than
from North America. And
while most of the 225,-
000-odd tourists from North
America who visited Israel
last year were Jews, some
70 percent of the 300,000
European tourists were
Gentiles.
These statistics are
among the most significant
signposts of future trends.
Guided by them, Israel's
tourism ministry hopes to
be able to achieve a rise in
tourism figures during 1975
— or at least a halt to the
decline that has set in tour-
ism traffic to Israel over the
past two years.
The 1974 overall figure,
released in Jerusalem was
624,727. It includes all tour-
ists arriving by air or by sea,
or across the Allenby
bridges on charter-package
tours through Jordan, but it
does not include the 125,000
Arab visitors who came
across the Jordan bridges.
The figure represents a 5.6
percent drop on 1973, when
the figure was 661,650, and
a 14 percent drop compared
with 1972, the peak year for
tourism to Israel.
A close analysis of the
year's figures leads to the
conclusion that the rises
recorded from some coun-
tries were accountable in
the main to Gentile holi-
day-makers, rather than
to the "ethnic" tourism —
as Jewish visitors to Israel
are referred to in profes-
sional jargon.
Thus, while the European
figure as a whole fell by 5
percent, tourism from Ger-
many and Italy — countries
with insignificant Jewish
populations — rose. Tour-
