Durham also said that the Corps submits to the Saudi government a list of up to 10 companies to han- dle a project and it also lists the three most qualified in the Army's opinion. He said Saudi Arabia had never turned down any of its rec- ommendations. He said projects involving the Engi- neers have included televi- sion, radio and ordnance over the past 20 years. Church whether any Jew in the Army corps had to pre- sent a statement that he was not of the Jewish faith in order to get a visa to go to Saudi Arabia. "In effect, then," Sen. Church said, "when we accept this limita- tion, it is a de facto exclu- sion of individuals and con- cerns." Under- questioning by Sen. Clifford Case, (R-N.J.) Durham said that the mat- ter was "beyond the purview of the Corps." Case then asked, "if the requirements of a project is to go to Saudi Arabia, a Jew cannot go?" Durham replied, "That is correct." Durham said that all agreements undertaken by the Corps were approved by' the State Department. Durham said the only other project involving the Corps in the Arab countries is a naval laboratory station in Egypt. Col. Joseph Ben- nett, Durham's deputy, said that he was "wrong and I apologize" for having told the assistant counsel for the subcommittee, Jeffrey B. Shields, that the Saudi Ara- bians had vetoed "one or two companies" which the Corps had submitted to Saudi Ar- abia. He said that the Sau- dis had questioned names on the list and "that gener- ated speculation." Sen. Lloyd M. Bentsen (D- Texas), who last week an- nounced his candidacy for the Democratic nomination for the Presidency, called Sunday upon the Adminis- tration to "speak up now" in public protest against the serious economic threat to Israel posed by the Arab economic boycott. In' re- marks at the 67th annual award dinner of Bnai Zion, the American Fraternal Zionist Organization, Bent- sen stated, "Never has Is- rael been more threat- ened—politically, militarily and economically." He said there seem to be too few in this country who realize the dimensions of the economic threat to Is- rael. "But our own experi- ence with inflation, reces- sion and the Arab oil Margolis Household Furniture 29 YEARS at the Same OLD STAND 6 SHARPENING the PENCIL Mile, 1 Blk. He said that of great con- cern to him "is the widening Arab economic boycott against Israel. I believe that it is high time the United States protested publicly and formally what amounts to a state of economic belli- gerence. No military or pol- itical settlement will bring peace to the Middle East or insure Israel's survival un- less there is also a cessation of the economic warfare being waged against Israel by the Arab nations." Meanwhile, New York State Attorney General Louis J. -Lefkowitz has started a probe into re- ported pressures from Arab sources on New York securities firms, while the American Jewish Con- gress said that Arab in- vestment in U.S. compa- nies was good - for the American economy pro- vided that legislation was enacted to prevent dis- crimination against Amer- ican citizens and boycotts against America's friends abroad resulting from Arab pressure. In a resolution adopted by the national executive com- mittee, the AJ Congress called for establishment of a federal agency — similar to the Securities and Ex- change Commission — that would compel disclosure of foreign investment in U.S. companies and "continously report" to the public on the extent of foreign ownership of American enterprise. The federal agency would also be responsible for foreign investment. In Copenhagen, several Scandinavian companies have refused to comply with the Arab boycott of Israel. The Danish F.L. Smith Co. supplier of the machinery for the cement factories in Haifa and Ramle, recently refused to sign part of a con- tract it made with Iraq. The unsigned paragraph stipulated that the com- pany should have no com- mercial dealings with Is- rael. The $100 million contract will go into effect without the boycott para- graph. It was reported that two unnamed Norwe- gian companies have done likewise. Israel's exports to the United States have encoun- tered no special problems because of Arab pressure, but in some cases in Europe, Arab pressure has been ef- fective, Adin Talber, direc- tor general of the Ministry of Commerce'and Industry, said in Jerusalem In Paris, Jewish students covered the walls of Arab and pro-Arab banks with pro-Jewish slogans. An- other form of popular pro- test against the Arab boy- cott has been the closing of accounts at the banks in question.
