BEIRUT — Dr. Charles Ma-
lik, Lebanon's foreign minister,
-UN Assembly president and
ambassador to the U. S., called
on Washington and the world to
examine two "prime theses"
that bear on Israel's sovereignty
and survival.
Malik urged Washington to
open "some kind of contacts"
with Yasir Arafat and the PLO
umbrella gtoup.
Malik said, "History in the
coming months and years will
be written in terms of two
theses, and I can state, them to
you briefly."
Malik said the Palestinian
thesis is "for present-day Is-
rael, the West Bank, Jerusa-
lem and the Gaza Strip to
form a democratic secular
state based on equality for all
and to which the Palestinians
could return."
For Israel, Malik said that
"for Israel to form with other
states of the region an interna-
tional order, on peaceful inter-
action and mutual respect of in-
dependence and sovereignty of
all states."
Later, at a Palestinian - camp,
Abu Taisir, spokesman for the
Popular Front for the Libera-
tion of Palestine, a member of
PLO umbrella group, said
through an interpreter, "Malik
is not a Palestinian and speaks
only for himself" and insisted
his group wanted to make an
end to the state of Israel.
