Montor was joined 25 years ago by Julian B. Venezky, now national chairman for regions, and Sam Rothberg, general chairman, in setting up the or- ganization. Montor helped David Ben- Gurion establish the nucleus of American Jewish support for the defense of pre-state Israel, three years before the state de- clared independence. Venezky presented the sil- ver anniversary Prime Minis- ter's Medal to Montor at a closed session with Defense Minister Shimon Peres at Beit Hahayal here. Appeal which he and Abba Hil- lel Silver helped to set up in partnership with the Joint Dis- tribution Committee. Montor had a major role in the preparations for a confer- ence convened by Ben-Gurion in September 1950 in Jerusa- lem where the prime minister asked American Jews to sup- port the flotation of Israel's first foreign bond issue. Among the speakers at the prime minister's Bond confer- ence were Eugene Gold, chair- man of the Brooklyn Division of Israel Bonds and chairman of the New York Conference for Soviet Jewry; Menahem Begin, leader of Likud; Ira Guilden, chairman of the board of Bonds; Rothberg; Pinhas Sapir, Jewish Agency chairman; and Leonard Goldfine, national campaign co-chairman. West Bank Arabs Conduct Talks JERUSALEM (ZINS) — Arab leaders of the West Bank are conducting three separate dialogues. One of them is di- rected at Israel, a second at the terrorists, and a third at the Hashemite Kingdom of Jordan. They must avoid a confronta- tion with the Israeli authori- ties, or suffer sanctions by way of deportation or arrest. At the same time they are fairly cer- tain that, sooner or later, Israel will yield control of the terri- tory, and it is not clear who will take over in the provinces of Ju- dea and Shomron — Arafat or Hussein.
