After his two meetings with
Jewish leaders in Chicago
last week, Illinois Republican
Senator Charles Percy rec-
ognized that he had failed to
convince them of his latest
views regarding the Israeli-
Arab conflict, particularly
that the Palestine Liberation
Organization's leader Yasir
Arafat is now "a relatively
moderate' antagonist.
His advice and warnings in
Chicago and in Jerusalem
earlier proved unacceptable
both to the dozen leaders of
the Public Affairs Committee
of the Jewish United Fund of
Chicago who had asked to
meet with him at his office
in the Federal Building and
to the approximately 150 per-
sons who gathered later in
the same building at a ses-
sion that Percy himself had
organized to explain his com-

In a statement to the JTA.
Sen. Percy said, "I have not
changed my long held sup-
port for the legitimate aspir-
ations of the brave people of
Israel," and "I continue to
support Israel's desire for
peace and security."
He said that on his recent
tour of the Middle East which
covered 12 countries includ-
ing Israel, he had "in face-
to-face meetings with the ru-
lers of a number of Arab
countries, accompanied by
our American Ambassador
. . . reiterated my long held
and deeply felt position that
Israel as a sovereign nation
must be fully recognized by
the Arab states; the borders
and territorial integrity of
the state of Israel must be
guaranteed to the maximum
possible extent; and the abili-
ty of the people of Israel to
live in peace and security
must be assured."
In his statement, Percy
said that he did recommend
"changes in Israel's policy"
but observed that "short-
hand reporting of the press
does not put everything in
perspective or even insure
accuracy." He said that in a
statement he made to the
Egyptian press in Cairo.

WASHINGTON (JTA) —
Secretary of Defense James
R. Schlesinger said that "de-
ficiencies" in Israeli tank
tactics during the Yom Kip-
pur War rather than faults
in American tanks led to
"substantially exaggerated"
accounts of the effectiveness
of anti-tank missiles used
against Israel in that war.
Schlesinger made his state-
ments in reply to questions
at the Center for Strategic
and International Studies at
Georgetowry University where
he spoke on the decline of
American military power
and the concurrent growth in
Soviet strength.

He said that data on those
missiles in the conflict, as
opposed to "the initial rum-
ors" that came from the
Middle East, made it "evi-
dent that the lethality of
those weapons
systems
against either

Percy added, "The changed
circumstances in the Middle
East require changes in Is-
rael's policy because the
Arab states are no longer
weak." He said "As I told
my friend, Prime Minister
Rabin just a week ago, Is-
rael must start a process
which will enable the more
moderate Arabs to resist the
pressures of the military and
radical elements in their
countires for going to war
again."
He said that "In exchange
for Israeli withdrawal from

most of the occupied lands
and negotiations with the
Palestinians, Israel should
require formal diplomatic
recognition by the Arab
states, free and unhampered
use of the Suez Canal when
it is opened, the beginning of
economic and cultural con-
tacts with the Arab nations"
and "also appropriate Amer-
ican diplomatic, economic
and political support for Is-
rael during the difficult time
of negotiation, during the re-

future."
Percy concluded: "At great
risk of being misunderstood
by a community I respect
and which I believe has re-
spected me. I have made
these suggestions with Is-
rael's survival and well-be-
ing uppermost in my mind,
along with my responsibility
to the United States' national
interest."

The defense secretary said
that while the anti-tank mis-
sile is an effective weapon,
"the problem in the Middle
East was that the Israelis
did not use tactics of com-
bined arms. They did not
combine appropriate screen-
ing by infantry forces for
their tank units. As a result
of those deficiencies in tac-
tics, their immediate reac-
tion was that the value of
the tank had been exagger-
ated," Schlesinger said.
He added, "I have noticed,
however, as I look at our
own inventory of tanks, that
there has been no decline in
demand for those tanks dur-

ing the course of the past
year on the part of belliger-
ents in the Middle East or on
the part of others. The most
effective tank killer contin-
ues to be the tank," he said.

Ford Is Linking
Israel, Vietnam?

WASHINGTON (JTA) —
The Ford Administration may
try to forge a link between
U.S. aid to Israel and its ef-
forts to persuade Congress
to vote supplemental aid to
South Vietnam and Cambo-
dia, Peter Lisagor, Wash-
ington correspondent of the
Chicago Daily News report-
ed.
"Neither President Ford
nor his spokesmen make the
link explicitly. But in their
emphasis on U.S. credibility
as an ally and on the 'moral
commitment' to embattled
nations, they hope to make
an implicit connection be-
tween Israel and Indochina."
Lisagor wrote.
Because the Democrats
who control Congress and

even a majority of Republi-
cans are not expected to sup-
port Ford's $300 million aid

request for the Saigon re-
gime, the Administration is
seeking to enlist the support
of Congressional supporters
to Israel, Lisagor said.
"It, is not a novel ploy," he
wrote. "The late President
Johnson often sought to prop
up waning support for South
Vietnam by insisting to pro-
Israeli . groups that . they
should not make distinctions
in the U.S. effort to aid
countries under siege."

UAHC Backs Vatican Guidelines

'NEW YORK (JTA) —The
Union of American Hebrew
Congregations announced to-
day it was distributing to its
715 Reform synagogues an
action summary calling on
its 1.1 million congregants
to implement the recently-
issued Vatican guidelines on
Catholic-Jewish cooperation.
Announcement of the dis-
tribution was accompanied
by a statement by Rabbi Bal-
four Brickner, director of the
UAHC Interreligious Affairs
Department, declaring that
the failure of the guidelines
to mention Israel, while "un-
fortunate and regrettable,"
did not necessarily represent
an anti-Israel posture by the
Vatican.
The UAHC urged Reform
congregants to implement the
guidelines by activating joint
programs with local Catholic
churches, such as study semi-
nars, and to engage in joint
social action efforts in such
areas as housing, integration,
revenue sharing and national
health insurance legislation.
Rabbi Brickner also said
that the failure to mention
Israel was "understandable"
in the context of the existence
of Catholic churches in Mos-
lem countries and criticized
Yitzhak Rafael, Israel's Re-
ligious Affairs Minister, for
his severe condemnation of
the guidelines.

Rabbi Brickner contended
it would be "most unfortu-
nate" if criticism of the
guidelines, which emphasized
only the absence of a specific
reference to Israel, created
a "negative atmosphere
which could prohibit Jews
and Catholics in America
from working together."
The Reform leader s,
issuance of the guicts,
the creation of the Vatican
Commission on Relations with
Jews, and the remark by
Pope Paul in receiving a
Jewish delegation in connec-
tion with issuance of the
guidelines that he hoped "a
true dialogue may be estab-
lished between Judaism and
Christianity," demonstrated
an "extended hand of friend-
ship."

Number of Israel
Doctors Increases

JERUSALEM (ZINS)
The rise in the number of
Israeli doctors in propor-
tionately higher than the in-
crease in the population as
a whole.
In 1955 Israel had 4,000
doctors — one physician for
e very 450 inhabitants. By
1970 the number of doctors
had risen to 7,300 — one for
every 412 residents. In 1974,
Israel had 9,100 d o c t ors,
which works out to a rate of
one physician for every 362
persons.
