The brief of the three Jew- ish organizations states that the act "requiring the board of education of each school district to purchase and loan or provide textbooks and sup- plies free of charge to all children in this state, includ- ing children attending non- public and parochial schools, and requiring the state legis- lature to reimburse local school districts for expenses thus incurred, violates the U.S. and Michigan constitu- tions. The brief also states that these organizations are deep- ly concerned with the preser- vation of the security and constitutional rights of all Americans, and are commit. ted to the belief in the sepa- ration of church and state as a means of guaranteeing re- ligious liberty. The program embodied in the new law would be a form of aid to religious institutions, something the Constitution was designed to prevent. Prof. Harold Norris of the Detroit College of Law and a vice president of the Michi- gan Council of American Jew- ish Congress wrote the brief with the assistance of Her- schel Fink of American Jew- ish Congress and Elaine Grand of the Jewish Commun- ity Council, and Joseph Robi- son and Leo Pfeffer of the AJCongress national office.
