Rabin Hints at Bond Conference: Russia, Israel Should Resume Ties

JERUSALEM ( J T A) —
Premier Yitzhak Rabin told
world Jewish leaders Mon-
day that Israel was perpared
to make generous territorial
concesions in return for con-
crete movements toward
peace by its Arab neighbors,
although it would never re-
turn to the precarious bord-
ers of 1967.
The Premier also called on
the Soviet Union to end its
policy of diplomatically ig-
noring Israel if it wants "to
play a meaningful role in the
Middle East."
Rabin spoke to 450 mem-
bers of an Israel Bond dele-
gation from the U.S., Canada,
Mexico and Europe who are
visiting Israel at his invita-
tion to discuss the country's
severe economic problems.
The group was in Eilat
Tuesday for the opening of
the conference and to mark
the 25th anniversary of Is-
rael Bonds.

Addressizig his remarks to
-Moscow, Rabin said, "The
Russians can travel from
Damascus to Cairo but they
have to learn from the Amer-
icans that they cannot have
an influence in the area un-
less they are able to talk to
both sides in the Middle East
conflict. It is high time for
the Soviet Union to stop ig-
noring Israel."
Some observers interpeted
Rabin's remarks as a bid for
renewal of diplomatic ties be-
tween the USSR and Isreal
and a desire to broaden Is-
rael and a desire to . broaden
Israel's options beyond its al-
most dependence on the U.S.
for diplomatic support.
The Premier also reiterated
his sharp response to Egyp-
tian President Anwar Sa-
dat's recent 90-day deadline
for Israel to come up with
major concessions on all arab
fronts or face a new war. He

Egypt Build-Up
Bothers Israel

TEL AVIV — (JTA) — Is-
rael is becoming increasingly
conecrned over the massive
build-up of Egyptian fordes
on the west bank of the Suez
Canal. The Egyptian military
preparations which include
the dispatch of large rein-
forcements to the canal zone
and the deployment of troops
in combat ready formations,
was reported to the Knesset
by Defense Minister Shimon
Peres.
He stresed that apart from
minor violations, Egypt was
observing the letter of its
disengagement agree ment
with Israel. The agreement
provides for a limited forces
zone on the east bank of the
Suez Canal but leaves Egypt
free to concentrate armed
forces and equipment on the
west bank.
The deployment has been
accelerated in the past few
days leading Israeli observers
to believe that the Egyptians
are preparing Mr a s w i f t
strike should a new war de-
velop in Sinai. In addition,
Israeli observers say, the
Egyptians w a n t to demon-
strate that they retain a mili-
tary option, especially when
Secretary of State Henry A.
.Kisinger visits the region
again next month.

A collection of Jewish mar-
riage contracts dating back
to 1657 are on display at the
Hebrew Union College Skir-
ball Museum here as part of
an exhibition called "A Walk
Through the Past."
Also on display are modern
examples of contracts cre-
ated by Mark Gross, a rab-
binic student at HUC.
