Israel Seeks World Fight Against Airport Terrorists (Continued from Page 1) with a 707 jet. In Tel Aviv, e state of alert at Ben-Gurion Airport was lifted after 'a uthoriti es learned that the Air France 707 jet carrying the three terrorists from Orly had landed in Baghdad. Israeli authorities con- firmed that the plane had re- quested permission to land at Beirut airport but was re- fused. The Lebanese authori- ties blocked the runway with vehicles and equipment mak- ing a landing impossible. The plane then headed eastwards and after Damascus closed its airport, landed at Bagh- dad. Iraqi authorities had re- fused permission for the plane to land, but the terrorists falsely claimed they 'were running low on fuel and threatened to blow up the plane. The terrorists were arrested by the Iraqis. Israeli circles were bitter that the French authorities provided 'an escape plane for the Orly terrorists. The sources claimed that France has become a safe place for terrorists to operate because they can be s u r e that France's official pro-Arab at- titude will cause them no harm. French Interior Minister Michel Poniatovsky who- con- ducted the negotiations with the terrorists, said later "If there had not been hostages we could have treated the affair otherwise. We would have taken much more se- vere steps." Poniatovsky, who was in constant contact with Presi- dent Valery Giscard D'Es- taing during the hours of ne- gotiations and was assisted by the Egyptian Ambassador to France, Naguib Kadry, told reporters afterwards that French security police could not be held responsible for the terrorist actions at Orly, the second terrorist attack in less than a week on an El Al plane at France's largest air- port. "Without putting a police- man on every square meter we cannot avoid accidents of this nature," he said. "The number of police here is very great. And they are efficient. I remind you that as soon as the first grenade was thrown, the police and the Republi- can. Guards reacted and shot at the terrorists," the in- terior minister said. But Israel's Ambassador to France, Asher Ben Natan, said that the French govern- ment's low key reaction to the Jan. 13 bazooka attack on an El Al plane in take-off may have encouraged the terrorists to strike again. Poniatovsky on Tuesday or- dered tougher anti-terrorist measures at Orly and two other French airports, in- cluding orders to shoot at- tackers- on sight, surprise searches and X-ray of lug- gage, and the use of special commando troops.
