Heinl Flays Failure to Curb Terror

Col. R. D. Heinl Jr., Detroit
News military analyst, in a
full scale review of the men-
ace of terrorism, assails the
failures to deal with the cri-
minals in •the Middle East
and other areas of the world.
In his review of existing
conditions, Col. Heinl said
contemporary terrorism rep-
resents a marriage of vio-
lence, modern technology and
communications. To the ex-
tent that it depends on, and
is, in fact, a misappropria-
tion by primative sociopaths
of modern technology, ter-
rorism is susceptible to rem-
edy by appropriate technical
means.
The reasons for inaction
and impotence in the face of
terror are complex and in-
structive.
A good place to start is the
United Nations, intended as a
repository of the world's con-
science, but now a Third
World thieves' kitchen mes-
merized by racialism, nation.

sed the outrages heaped on
the rest of the world by Arab
murderers by conferring on
Palestine guerillas "belliger-
ent status" under internation-
al law, while not, at the same
time, requiring them to com-

rules of warfare.
The UN, moreover, has ac-
corded both platform and
privilege to Yasir Arafat —
the world's most ruthless and
successful terrorist, author
of a thousand crimes — while
silencing, and all but ostra-
cizing, Israel, one of the
world's most advanced social
democracies, for, ironically
the even worse crime of be-
ing Arafat's victim.

tion with an entire population
as its base, would enjoy bet-
ter credentials to address the

terrorism goes unchecked.
Closely allied to govern-
mental ambivalence toward
terror is a tacit assumption,
particularly among the new
left, that political causes take
priority over, and justify
abandonment of, fundamental
morality.
For example, in the chit-
chat of the new radicals, it
is fashionable to describe the
ambush and killing of police-
men as "a political state-
ment." In truth, no internal-
ization of righteousness jus-
tifies terror. In the 17th cen-
tury words of Sebastian Cas-
tellio:
"To kill a man is not to
defend a doctrine. It is to kill
a •an."
In the 18th Century by

outlaws. If lucky enough to
escape death when captured,
they were certain to dangle
in chains on Execution Dock.
In contrast to this great risk,
the risks of today's terrorists
are small.
Certainly one perpetuating
cause of terrorism is the ex-
treme leniency accorded per-
petrators of terror. Anyone
committing an outrageous
crime can be assured, should
he survive in the first place,
no worse of a sentence than
imprisonment.
If terrorism were a man-
datory capital crime — or
its agents made legal outlaws
to be shot on the scene, not
captured — this cycle would
be broken.

man anti-Semitic lawyer for
a series of lectures despite
an official ban.

rying out a stepped-up pro-
gram for the preparation of
Nahal Sinai at a site five
kilometers east of the Arab
city of Al Arish in the Gaza
