But in the final analysis, we have to judge what is in our national in- terest above any and all other considerations." On a guarantee to Israel, the President said: "We have given everything except that. We have often made com- mitments that we consider Israel a necessary state in the Middle East. both as to integrity on territory and its existence. I wouldn't rule out (a guarantee) under some circumstances, but there has to be, in my judge- ment, some real progress there before that step would be taken." Navy. The scientist is developing a new magnet-hydrodynamic system to boost the amount of electric power obtainable from raw fuel. If his system, which is. based on a fuel conservation method, becames viable, it could also be employed in missiles, space vehicles and nuclear generators. The mandate of the UN forces betwen Egypt and Is- rael in the Sinai expires in April. Waldheim cited his talks in Damascus in November with President Assad of Syr- ia which led •to renewal of the UNDOF mandate.
