abuses.
Rabbi Arthur Hertzberg,
president of the congress,
sent a telegram over the
weekend to the governor
calling for a state-wide com-
mission to investigate nurs-
ing homes.
The rabbi cited the gov-
ernor's inaugural promise
that "those who mistreat our
elderly for gain will feel the
full force of an outraged
people." The AJCongress
published a critical study of
nursing home conditions last
summer.
The statement, and a simi-
lar one from the Synagogue
Council of America, followed
disclosures that several New
York political figures were
involved in Rabbi Bernard
Bergman's nursing home em-
pire that has been charged
with fraudulent use of Medi-
caid payments, and possible
underworld connections.
The New York Times dis-
closed that a 1971 health de-
partment memo asking for
approval of a Bergman pro-

ject said that the present
New York attorney general,
Louis J. Lefkowitz, state As-
semly minority leader Stan-
ley Steingut, and Assembly-
man Albert Blumenthal were
"very interested" that the
project be approved.
The memo was written by
the deputy state health com-
missioner, who said this week
that he does not recall who
used the three names, but
still believes that the memo
was accurate.
Steingut was scheduled to
be elected state Speaker of
the House this week, but
there were several calls for
postponement of the election
after the disclosure.
Steingut insisted that his
only business dealing with
Rabbi Bergman was insur-
ance accounts totalling $20,-
000 a year in premiums for
one of the Bergman nursing
homes. Health department
records indicated, however,
that several other Bergman
insurance packages are
handled by Steingut's insur-
ance agency, which is co-
owned by a Brooklyn Demo-
cratic leader.
The Bergman interests also
place insurance through an
agency owned by an influ-
ential Republican legislator.
Bergman atorneys obtain-
ed• show cause orders in the
state Supreme Court tempor-
arily blocking an investiga-
tion of some Bergman rec-
ords, but the attorney gener-
al's office expected that the
orders would be quashed this
week and that the investiga-
tion would proceed.
Rep. Edward I. Koch
(D-N.Y.) echoed the AJCon-
gress call, and urged Gov.
Carey to vigorously pursue
an investigation. He cautioned
that the probe should not be
limited to the homes owned
by Rabbi Bergman and his
associates. "To do so would
miss others who undoubtedly
have perpetrated abuses and
yet' have managed to avoid
the public's attention," Koch
said.
Koch insisted "that it is
necessary to uncover the
abuses and the corruption by
nursing home operators even
if people in public office are

found to have assisted some
of those engaged in this busi-
ness of ripping-off the patient
and the taxpayer."

sey, William Hyland, said he
was investigating nursing
homes in New Jersey owned
by Rabbi Bergman.
