There was no official ex- planation for the postpone- ment, but there was specula- tion that a rift had developed between Soviet and Egyp- tian leaders over two key issues: how to get the next stage of Israeli-Arab negotia- tions off the ground, and the role of the Palestine Libera- tion Organization in the Mid- east talks as well as its gen- eral role. There was also some indi- cation that a rift had also developed over Egyptian re- quests for continuing mili- tary aid from the USSR. Officially, Tass reporter: "The new date of the visit, reciprocally acceptable to all parties, will be agreed upon later." Observers now expected 'Kissinger to increase the pace toward a resumption of the negotiations directed to lead eventually to another -interim agreement. At the same time officials here rejected a report attrib- uted to Jack Anderson which said Kissinger complained of Israeli inflexibility in the Go- lan which lead to the present stalemate. The officials noted that both during Allon's recent Washington visit and after- wards there was no mention of a possible retreat from the Golan at this stage of the talks. However, observers here recalled that there has been continued concern over the possibility which had been referred to in the past over an Egyptian demand to link all agreements with Israel to both herself and Syria. Jewish activists in the USSR were reported worried over the unexpected visit to the USSR by Egyptian For- eign Minister Ismail Fahmy and War Minister Abdel Gamasy. The activists feel that Fahmy will discuss the issue of Jewish emigration from the Soviet Union to Israel in view of his statement two weeks ago that Israel should freeze its current population and suspend immigration for 50 years. The two Egyptians arrived in Moscow Monday after Brezhnev sent what was de- scribed in Cairo as an "urgent message" that some hitch has developed in plans for the Brezhnev-Sadat talks or in the preparation of agreements they were ex- pected to sign, including pos- sible Soviet arms supplies to Egypt. Soviet Jewish activists noted that while Foreign Min- ister Andrei Gromyko re- jected any Soviet understand- ing on linking U.S.-USSR trade with emigration, and that the Soviet Union would consider such linkage as in- terference in her internal affairs, Russia has never flatly denied that such an understanding has been reached between Gromyko and Secretary of State Henry Kissinger. One factor in the Gromyko denial, as reported by Tass, was seen as an effort to pla- cate the Arabs. The situation, therefore, according to Jew- ish sources, remains uncer- tain since giving in to Fahmy and Sadat on the issue of emigration would be tanta- mount to letting them inter- fere in the Soviet Union's internal affairs at a time when Kissinger and Presi- dent Ford have been advised not to do so. Attempts to persuade prospective appli- cants to refrain from -apply- ing for exit visas continue throughout the USSR, the sources reported. "In view of the resolutions adopted by the 18th General Conference regarding Israel's position in UNESCO, (we) cannot of course agree to ac- cept the research grant," the association wrote to UNES- CO's Paris headquarters. Rabbi Haymovitz, one of three rabbis at the Brooklyn Jewish Center where Beame worships occasionally, was named by the Mayor to the HRA post to succeed Rabbi Bernard Weinberger, who had served in -the position under the prior Lindsay ad- ministration. In a letter of resignation to Beame, Rabbi Haymovitz said he was resigning with "extreme regret" because "the position that I hold has become the target of unplea- sant and unjustified criticism which I find alien to my tem- perament and background." Beame has -asked the rabbi to serve as his unpaid "per- sonal advisor" in the same ayeas that Rabbi HaymoVitz handled in the Human Re- sources Administration, that of liaison to Jewish groups and the Jewish poor.
