tino Belluscio who asked in
the Italian parliament for
the government "to clarify
the real reasons" for the
purchase, the plot of land is
"in effect the most strategic
point of the island."
Pantelleria is located half-
way between Sicily and Tu-
nisia near the narrowest
point in the Mediterranean.
It was the first piece of Ital-
ian territory invaded by the
Allies in World War II.

De Funis had been allowed
to enter the school and was
being graduated pending the
outcome of his law suit, he
no longer had a complaint
for the court to consider.
Among the numerous
groups and individuals ar-
rayed on both sides of that
case, the National Council of
Jewish Women and the Union
of American Hebrew Congre-
gations sided with the univer-

sity while the three groups
accused by Rauh supported
De Funis. Rauh, who is a
vice president of the Ameri-
cans for Democratic Action
and a member of the
NAACP's board, supported
the law school.

that have crept into the pro-
gram, then we can proceed
in good faith to implement
appropriate affirmative ac-
tion programs. Joe (Rauh)
and I are in agreement on
the need for eliminating dis-
crimination of all kinds. We
do have some differences
over the techniques that are
appropriate and effective."
Brody, who is chairman of
the Leadership Conference's
Task Force on Employment
and is therefore directly con-
cerned with the HEW memo-
randum, said: "Joe, with
whom I have worked for a
quarter of a century to
achieve equal opportunity for
all persons regardless of
race, sex, religion and na-
tional origin, has overre-
acted.
"The HEW memorandum,"
Brody added, "will have a
beneficial effect on prevent-
ing the kind of excesses
which have stirred criticism
of the Equal Opportunity
Program in Congress and
elsewhere. By improving the
