NEW YORK—French For-
eign Minister Jean Sauvagn-
argues issued public warn-
ings to the Arab world early
this• week that the Arabs
must recognize Israel's right
to exist "just as Israel must
recognize that the Palestin-
ians have a right to a na-
tional home."
Speaking on the state-run
Egyptian television network
at a meeting at Arab League
1 headquarters in Cairo, and
again at a news conference,
Suvagnargues broke with
diplomatic tradition and men-
tioned Israel by name.

French sources said the
minister was implying that
no country would abandon
Israel, no matter how closely
tied to the Arabs that coun-
try was. France has been the
Western nation most closely
tied to the Arab positions.
The French minister was

completing a series of Middle
East trips, in which he visit-
ed Arab capitals and Israel.
French President Valery
Giscard d'Estaing took credit
last week for the French ini-
tiatives in the Middle East,
and said the policy was a
basic strategy not tied to oil.
