NEW YORK — A Soviet couple who emigrated to the United States to live with relatives near—Philadelphia have returned to Russia to have their story of "immoral life" in the U.S. published widely in the Soviet press. The New York Times pub- lished two separate accounts of the incident Dec. 11, which is suspected to have been staged by the Russians for propaganda purposes to dis- courage immigration from the Soviet Union. According to Mrs. _Julia Coopersmith; her relatives "wanted ever y thing right away." She said they com- plained they were homesick, refused to take English les- sons or make any effort to find employment. The Times said the Soviet press has reported "with visible enthusiasm" any dis- enchantment of Soviet Jews who went to Israel. It said this is the first case of -re- ported unhappiness of Jews who went to the United States. The three NRP doubters may even back the government in its foregin policy, with one ex- ception: they will vote with the opposition whenever the controversial issue of settle- ment of the West Bank is dis- Your cussed. Also, Rabin believed that the new-old Cabinet members of the NRP', Dr. Yosef Burg, Dr. Yitzhak Raphael and Mi- chael Hazan, hold fairly "doveish" views. Although the NRP as a whole has a "hawkish" image, Rabin as- sessed that its three repre- sentatives in the Cabinet have a more moderate political outlook. The widening of the coali- tional basis helps Rabin to cope with his internal prob- lems within his own party. Since the establishment of his Cabinet, Rabin has had to take into constant consid- eration the possibility of Moshe Dayan making an at- tempt to bring about its downfall. Another consideiation is that the return of the NRP may postpone the need of calling new elections. Israeli public opinion is highly criti- cal of the present political structure. Many people complain that the lists of candidates to the Knesset (in all politicalpart- ies) were drawn up before the Yom Kippur War (al- though the elections took - place after it). They still look for the dawn of a new era-L with new faces— in Israeli politics. Ottawa Has First Jewish Mayor TORONTO (JTA)—A Jew was elected mayor of Ottawa, Canada's capital, for the first time in the municipal elections. He is Lorry Green- berg, a 40-year-old business- man, who defeated three op- ponents earlier this month. Greenberg has been an alderman and a member of the city's board of control. Since serving in municipal government, , Greenberg said city hall has respected his wish not to hold meetings on Friday nights and Saturdays. He also does not work on the High Holy Days. In the Montreal suburb of Hampstead, Irving L. Ades- sky, a 40-year-old business- man, became the first Jew- ish mayor of the residential suburb in the town's first contested mayoral election. Other Jewish candidates were re-elected in Canadian municipal elections. Muni Evers, a 59-year-old pharma- cist, was re-elected to a fourth consecutive two-year term as mayor of New West- minster, a suburb of Van- couver. His father, Myer Averbach, was a longtime secretary of the Canadian Jewish Congress in Winnipeg. In the Toronto suburb of North York, Joseph Markin, a 27-year-old lawyer, was elected to the board of con- trol on his first political try. Markin, who was born in Austria and brought to Can- ada at age 1, told reporters he owed his victory to his hobby of studying the Tal- mud which he does almost - daily. Mel Lastman, a mil- lionaire owner of a chain of retail appliance stores, was re-elected mayor of North York, and Philip White, a pharmacist, was re-elected ma y o r of Metropolitan Toronto. Various Jewish aldermen, controllers and Board of Edu- cation trustees—in all 16— were returned in the bor- oughs and Toronto.
