Battle Between Jews Expected Over Western Wall Control

JERUSALEM—A new bat-
tle is expecttd to erupt soon
around the Western Wall. It
OP will be a battle . between
Jews, who—since the reunifi-
cation of Jerusalem in 1967—
have been at war over this
holiest site in Judaism. -
The "war" has focussed on
who is to administer the site.
There were many pretenders:
the Chief Rabbinate, the Min-
istry of Religious Affairs, the
- ---imunicipality of, Jerusalem,
e Jewish Quarter Recon-
uction Co. (a governmen-
fr- body -which was estab-
lished to reconstruct the de-
molished Jewish Quarter of
the Old City of Jerusalem)
and the Ministerial Commit-
tee for Jerusalem Affairs.
The quarrel has not been a
run-of-the-mill power strug-
- gle; behind it lies a vital
principle: is the Western
Wall a site only of religious
significance or does...it reflect

wider symbols?
Those who favored the idea
of the Wall as a national sym-
bol want it to be administered
by secular authorities. They
believe that only a secular
administration will guarantee
free access to the Wall.
A different approach was
advocated by religious au-
thorities who believe that the
Western Wall is mainly a
religious site. They allege
that only a religious admin-
istration can protect the reli-
gious significance of the
Wall.
The result is an unofficial
division of the area between
the main authorities involved.
Under this division the Min-
istry for Religious Affairs
has been responsible for the
arrangements at the praying
area near the..Wall. The min-
istry was spiritually guided
by the Chief Rabbinate.
The archaeological mission
has held wide areas near the
souther• wall of the Temple

Mount and relatively small
areas along the Western
Wall.
The municipality washed
its hands of any direct con-
nection with the site The
Jewish Quarter Reconstruc-
tion Co. dealt with building
the eastern line of the quar-
ter on the hill some 200
meters away from the Wall.
The status quo achieved
around the Wall, however,
has not solved the basic prob-
lems. It answered neither the
question, of the significance
of- the site nor that of its
architectural setting in the
Mare.
In 1972 the groups united
to choose architect Moshe
Safadie as the planner of the
vicinity of the Western Wall.
Originally, Safadie had been
commissioned by the Jewish
ReConstruction Co. to design
the external line of the quar-
ter, opposite the Western
Wall,
He maintains that a direct

His concept was adopted, and
the Jewish Quarter Recon-
struction Co. encouraged him
to submit plans for the whole
area to the company financ-
ing the planning.
The • plan submitted by
'Safadie was recently ap-
proved by the Ministerial
Committee for Jerusalem Af-
fairs. Its main theme is to
design- the area as an amphi-
theater in which the Western
Wall will appear like its
stage.
Many architects claim that
the designing of the Wall
area should be open to com-
petition and should not be in
the hands of a single archi-
tect. They say that the gov-
ernment must fulfill its pre-
vious promises to launch in-
ternational competition for
designs of the Wall area.

Kissinger's :Mother Scolds Haldeman

WASHINGTON — The first
eyewitness report on the ten-
sions in the Nixon White
House existing between Hen-
ry Kissinger and former
chief of staff H. R. Halde-
man come from Kissinger's
mother.
In a telephone conversa-
tion between Mrs. Paula
Kissinger and news corre-
spondent Vera Glaser, Mrs.
Kissinger said, "Haldeman
would have stabbed Henry in
the back whenever he could."
She recalled three pleasant
visits with former President
Nixon, arranged by Kissin-
ger, but marred by "the cold

feeling you had when you
saw Haldeman."
Recalling Haldeman "sit-
ting like a watchdog in front
of the Oval Office in 1969,"
she said, "I had the imme-
diate feeling he resented the
fact that Henry could go in
and out.
"A woman has 'that in-
stinct. But le didn't have the
power to prevent it."
Mrs. Kissinger, 73, and her
husband, Louis, 87, live in
the same. New York apart-
ment where Henry and
younger brother Walter, now
the millionaire head of an
electronics firm, grew -up.
