Insight into Israeli Problems

JERUSALEM — Many peo-
ple who saw the confronta-
tion between the youngsters
who tried to settle in the re-
gions of Samaria and Jericho
and the soldiers who sought
to prevent them, the demon-
strations of the pro-settle-
ment and anti-settlement sup-
porters in the large towns,
the noisy debate in the Knes-
set following Premier Yitzhak
Rabin's announcements about
the future of the West Bank,
will be asking themselves
whether Israeli society is not
approaching the verge of
civil war.
The main element that
characterized the renewed
settlement movement in the
West Bank was a near-fana-
tical ardor. The settlers—al-
most all of them young Or-
thodox people—are convinced
of the righteousness of their
cause.
They say frankly that they
prefer their beliefs to the
law of the state. They claim
their belief in settling the
West Bank is inspired by
God's .commandments while
the law of the state is a prod-
uct of human beings.
On the Other side, are ele-
ments that are no less zeal-
ous: the leftists. In the past
they have often shown their
dedication to their aims.
Their recent demonstra-
tions in reaction to the settle-
ment attempts included
broader elements, such as
members of the Mapam cen-
tral bloc. Against the argu-
ments of the settlers, the left-
wing argues that in a demo-
cratic state the law of parlia-
ment should be dominant.
Both sides believe that if
the other's conception is
adopted Israel may be ex-
posed to fatal danger. The
right religious groups ,believe
that Judea and Samaria must
remain in Israeli hands, for
otherwise the fate of the
country is at stake. The left
camp claims that territorial
concessions are essential to
assure the future of Israel.
The Cabinet headed by
Rabin was faced with a
severe challenge: how to
negotiate with the Arabs
without endangering the sta-
bility of Israeli society and
the balance of political forces

gering the shaky balance of
the coalition.
When the Knesset was sum-
moned during its recess to
discuss Rabin's announce-
ments on the future of Judaea
and Samaria, the Prime Min-
ister became aware that his
own political stability is in
doubt.
The Rafi members of the
Labor Party, including Min-
ister of Defense Shimon Peres
and Minister of Transporta-
tion Gad Yaacobi, told Rabin
that they might Vote against
him in the Knesset. Such a
step would have put Rabin's
Cabinet in a minority in the
Parliament.
Rabin warded off the dan-
ger by coming to an agree-
ment with Peres on the for-
mulation of his response in
the Knesset and on the pro-
cedure of the debate. They
agreed that Rabin would
claim that his readiness to
negotiate with Jordan on the
basis of a West Bank terri-
torial compromise did not re-
flect any change in the Cab-
inet's policy.
They decided also that the
government would agree to
discuss the future of Judaea
and Samaria in the Knesset
at a future date.
NY to Air 'Israel
Culture Caravan'
NEW YORK—"Israel Cul-
ture Caravan" is the title of
a new 13-part television ser-
ies sponsored by the Tarbuth
Foundation for the Advance-
ment of Hebrew Culture.
Abraham Goodman, presi-
dent of the foundation, said
the series, a cultural variety
program, will be presented
twice a month by "Tele-
Prompter" cable television in
New York. The initial tele-
cast will be shown Dec. 8th,
Hanuka eve, and will take its
cue from the observance of
the festival in (Israel.

or parts of it for their own
