tional entity, after it comes
into existence, will struggle
to achieve a federation of
confrontation states- in order
.to complete the liberation of
the entire Palestinian soil
and as a step on the road to
complete- Arab unity."
The study describes as a
"mirage" PLO claims that
the new state to replace Is-
rael would be a - "democratic
secular state."
Baum observes that the
Palestine National Covenant
insists • on the pre-eminence
of Arabs in the new Palestine
and that the constitutions- of
every Arab state except Leb-
anon establish Islam as the
state religion.
The • 65-page study main-
tains that a West Bank Pal-
estinian state under the PLO
would be "a source of fester-
ing political unrest and sub-
version."
As a "launching-pad
against Israel," the study
observes, such a state would
invite "a takeover by the
Soviet Union—if not overtly
then by the no legs effective
means of inducing- a state of
military and economic de-
pendence

scribes the "legitimate rights
of the Palestinians" as "com-
mensurate and coordinate
with the legitimate rights of
other human beings."
These include, the report
continues, the right to live in
peace, dignity and freedom,
to obtain relief from hunger
and disease, to raise their
standard of living, to educate
their children and improve
their depleted lands.
In documenting the PLO's
aim to destroy Israel, Baum
cites a number of PLO policy
declarations, including the
Palestinian National Coven-
ant. The Covenant, regarded
as the authoritative state
ment of PLO goals, declares
that "the establishment of
Israel is null and void."
It states that "the Jews are
not one people with an inde-
pendent personality" and rec-
ognizes as future inhabitants
of a new Arab Palestine only
those Jews in Palestine "be-
fore the Zionist invasion,"
defined as 1917, the year of
the Balfour Declaration.
More recently, the AJCon-
gress study observes the Pal-
estine National Council, meet-
ing in Cairo last June, "de-

lies, was roller skating with
some friends when he was
asked to remove his ,"hat"
due to the rink's safety
rules. He explained that he
was not wearing a hat- and
skated off, only *to be stopped
a second time.
Told that if he didn't re-
move his hat he would have
to leave, the rabbi said,. "I
explained that this was part
of my religious belief and it
was a fairly extensive prac-
tice among the Jewish faith."
Despite his explanation, the
management asked him to
leave:
He filed a religious dis-
crimination complaint with
the Ohio Civil Rights Com-
mission, and six months later
received a ruling in his
favor.
Rabbi Gladstone said he
received "hate ' mail arid
other critical reaction" aris-
ing from the incident. "Some
people thought what I did
was childish." he said. '
The managers of the rink,
a married couple who con-
fronted the rabbi, have been
fired and an official of the
controlling corporation said
he wgs - "embarrassed" about
the incident.
' "We had some people
around who weren't familiar
with Jewish customs or tra-
ditions," said Golden Tee
Inc: executive, Paul Saco-
lick, himself a Jew who used
to wear a yarmulke. "I think
the rabbi was treated pretty
crudely and we shouldn't
have thrown him out."
SacoliCk said that floppy
hats will be prohibited for
safety and that "we're just
going to make sure our peo-
ple know - what skullcaps
are." ,

Secret Arms Deal to Arabs Reported

PHILADELPHIA (ZINS)--
The Philadelphia Inquirer re-
ports having obtained posses- .
sion of a Secret Pentagon
document which cites a de-
cision reached, on the rec-
ommendation of Secretary of
State Henry Kissinger, to
sell a large quantity of arma-
ments to several Arab coun-
tries, especially Saudi
Arabia.
It also reported that a
delegation representing the
Pentagon and the State De-
partment has left for the
Middle- East to make the
arrangements for an arms
deal with Saudi Arabia.
According to the Pentagon
'document, the U.S. will sup-
ply a large number of air-
including 450 heli-
copters, plus naval vessels,
tank& and other heavy arm-
aments. Israeli circles have
expressed a concern that
much of this weaponry will
find its • way to Egypt, Syria
and, Jordan and will be used
against Israel.
The Pentagon paper states
the U.S. has pledged to
thoroughly modernize t h
Arab armies by the year
1984, so that they will be at
full. defensive capability and
become • important military
powers. •

U.S.-Israel Sign
Transport Pact .

WASHINGTON (JTA) —
Israeli and American trans-
portation heads Gad Yaacobi
and Claude 'Brinegar have
signed a memorandum of un-
derstanding officially formal-
izing arrangements for the
continuation of the ongoing
cooperation between the two
countries on various forms
of research in transportation.
The agreement, which was
reported by a U.S. spokes-
man as "fairly common" be-
tween the U.S. and other
countries includes traffic op-
erations plannin g, urban
transport and integrated traf-
fic control systems.
