sembly voted Oct., 14 to "in-
vite" the Palestine Liberation
Organization to participate in
its deliberations, almost half
of the 20 abstentions and
four dissenting votes belong-
ed to countries in Latin
America.
Despite the fact that the
major.South American repub-
lics—Mexico, Argentina, Bra-
zil and Venezuela — did not
