Dinitz Calls Russian Emigrants of Highest Importance to Israel NEW YORK (JTA) — Is- raeli Ambassador S i m c h a Dinitz said last week that the agreement between the Ad- ministration and Congress which is -expected to lead to large numbers of Soviet Jews emigrating to Israel is of "revolutionary importance" if it is realized. The Israeli envoy to Wash- ington spoke at an off-the- record meeting of the Con- ference of Presidents of Ma- jor American -Jewish Organ- izations. Dinitz reportedly said that Soviet emigration is neces- sary for Israel's survival since the Jewish state could not exist with only three mil- lion Jews. - He had warm praise for Sens. Henry M. Jackson (D.- Wash.), Jacob K. Javits (R.- N.Y.) and Abraham Ribicoff (R.-Conn.) for their efforts in reaching the agreement. Dinitz also praised the Ford Administration. According to sources, Din- itz also said that the U.S. agrees with Israel that the Palestine issue must be set- tled in the context of nego- tiations with Jordan and that a third state between Israel and Jordan would be harmful to the U. S., Israel and Jor- dan because it would fall un- der -Soviet influence. He said Israel wants to ne- gotiate with Egypt next but the forthcoming Arab summit conference in Rabat will de- termine whether thiS is pos- Israeli Economists Recommend Austerity Program, Defense Cut JERUSALEM (JTA) — Is- rael's top economic leaders have recommended a pro- gram of fiscal austerity that includes paring the defense budget by IL 500,000,000 in order to salvage the nation from a rapidly worsening ec- onomic situation. The program was outlined at a meeting attended by Finance Minister Yehoshua Rabinowitz, Minister of Com- merce and Industry Haim Barley and Moshe Zanbar, governor of the Bank of 'Is- rael. They agreed that a sub- stantial reduction in govern- ment services is needed. They called for: a continued freeze on public construction and the construction of large apartments; an additional IL 1-billion cut - in the national budget; and the issuance of short-term bonds to the pub- lic to soak up excess cash - that js contributing to a dis- astrous inflationary spiral. The economic leaders did not mention a possible deval- uation of the Israeli pound, despite rumors that such a move was inevitable.
