Dr. Aryeh Negher, special
representative of Israel
Prime Minister Yitzhak
Rabin, will be the principal
speaker at the 1975 campaign
leadership institute, an-
nounced 1975 Allied Jewish
Campaign-Israel Emergency
Fund chairmen Richard
Sloan and Arthur Howard.
The institute, to which
campaign leadership and
workers have been invited,
will be held 7:45 p.m. Nov. 4
at the - United Hebrew
Schools.
It will provide an orienta-

workers in the upcoming

Sapir Says Israel Needs Cash
to Absorb Soviet Immigrants

TEL AVIV (JTA) — Pin-
has Sapir, chairman of the
Jewish Agency _ and World
Zionist Organization Exec-
utives, told the United Jew-
ish Appeal Study Mission
here that Israel was in des-
perate need of cash to ab-
sorb an expected new influx
of immigrants, mainly from
the Soviet Union, while main-
taining national security and
paying the debts of the Yom
Kippur War.
Sapir's message was de-
livered personally to the 200
members of the UJA mission
headed by —UJA . general
chairman, Paul Zuckerman,
and was contained in a let-
ter from Sapir to the leader-
ship of the UJA and the
Council of Jewish Federa-
tions and Welfare Funds
(CJFWF) in America. Sap-
ir's letter was released by
Zuckerman in New York sev-
ral days ago. •
• Sapir said that the only
way to prevent another
Middle East war was to bol-
er Israel's strength by the
apid increase -of its popu-
lkion.
While Israel today has a
population of approximately
3,000,000, Sapir said, "within
the next five years we would
like to increase to 4,000,000
and thus be immensely
stronger."
He said that as a result of
the Jackson Amendment, Is-
rael expected between 45-
60,000 Jews to come here
yearly from the Soviet Union.
The Jewish Agency is pre-
paring for the absorption of
60,000 )rnmigrants next year,

he said, even though only
25,341 emigres arrived from
the USSR last year com-
pared to 39,332 the year be-
fore.
Sapir reminded the Amer-
ican-Jewish leaders that ,"a
full third of everything we
produce" goes to pay for de-
fense needs and the costs of
the- Yom Kippur War "which
consumed an entire year of
Israel's gross national pro-
duct. -
Meanwhile, the study mis-
sion visited Kiryat Shemona
to see at first hand how the
government and the. Jewish
Agency have bolstered the -
security, economic and soc-
ial life of the immigrant
township of 20,000. Its prox-
imity to the Lebanese border
has made it a prime target
of -terrorists.
The mayor of Kiryat .She-
-mona told the visitors that
the only way to make the
town secure was to increase
its population from 20,000 to
100,000.
Later the UJA group was
greeted at Ayelet Hashahar
by Moshe Rivlin, secretary
general of the Jewish
Agency, who stressed that a
strong Israel meant not only
an army but a viable econ-
omy and more immigration..
He urged the UJA to be
prepared for a huge influx
of Jews from the Soviet
Union.
