Kissinger to Discuss Mideast
Immigration, Detente in Moscow

WASHINGTON (JTA) —
The future of detente be-
tween the United States and
the Soviet Union, the situa-
tion in the Middle East and
the issue of emigration will
be among the topics Secre-
tary of State Henry A. Kis-
singer and Soviet leaders
will be discussing in Mos-
cow this week.
Kissinger is expected to
clarify the letters he and Sen.
Henry M. Jackson (D.Wash.)
released last Friday dealing
with Soviet emigration poli-
cies and U.S.-USSR trade
relations. While there has
been no official comment
from the Soviet Union on
these letters, Soviet Com-
munist Part y Secretary
Leonid Brezhnev said last
week that the U.S. has no
business intervening in an
internal Soviet matter in try-
ing to link trade with emi-
gration.
Observers in Washington
note that this may be a diffi-
cult area for Kissinger in
view of the thaw between the
USSR and Egypt in the after-
math of the , talks last week
in Moscow between Soviet
officials and an Egyptian
military mission and reports

sume arms shipments to
Egypt.
Reports from Cairo Tues-
day indicated that Egypt and
the Soviet Union 'will sign a
five-year economic agree-
ment, to begin in 1976.
According to Egyptian
Foreing Trade Minister Fa-
thi Matbouli, a trade pro-
tocol between the two coun-
tries far 1975 will be signed
in January after a visit to
Cairo by Brezhnev.

Jewish Poor Aid
Stopped in N.Y.

-

NEW YORK (JTA) — The
City Administration has
stopped a $750,000 two-year
grant to aid the Jewish poor
nine months after it was ap-
proved, it was disclosed Tues-
day by S. Elly Rosen, asso-
ciate executive director of the
Association of Jewish Anti-
Poverty Workers (AJAPW).
According to Rosen, agen-
cies were informed by the
New York Council Against
Poverty (CAP) last Dec. 28
at the end of the Lindsay ad
ministration, that they would
be receiving a two-year grant
of $750,000. This was to be
part of $6,219,031 granted for
various poor, ethnic and mi-
nority groups for- which CAP
had already received a check
from the 0E0.
The $750,000 grant was to
be utilized to reach out to
non-poverty areas to help lo-
cate poor Jews who had pre-
viously been neglected by
anti-poverty programs be-
cause of their location; to
strengthen and to implement
neighborhood Jewish commu-
nity action programs.
When the administration of
Mayor Abraham Beame
moved into City Hall, an at-
tempt was made to re-allocate
this money into different
areas, Rosen said. The move
was fought and a temporary
six-month compromise was
worked out.

Caribbean Hotel
Launches Season

ter season Nov. 17.
Owner and general man-
ager Sam Schechter said the
redecorating will be - com-
pleted before the opening.
