Soldiers come upon a group
of squatters who immediately
disperse into the woods or
rocky hillsides wherever cov-
er is available. They cling to
trees and rocks.
Generally, the squatters of-
fer only passive resistance.
But in many areas they scuf-
fled with the troops. Near the
West Bank town of Ramallah
crowds of Arab sidewalk id-
lers watched as Jews strug-
gled with Jews. The squatters
refused to yield even though
the soldiers reminded them
that the spectacle was "mak-
ing the enemy happy." They
were dragged off forcibly as
the Arabs . cheered.
The settlement movement,
sponsored by the so-called
"Gush Emunim" (Bloc of the
Faithful) are chiefly Ortho-
dox religious zealots who
claim that all of the Holy
Land west of the Jordan be-
longs to Israel by divine
right. But religion and poli-
tics are strongly intermingled
in the movement. The settle-
ment movement is supported-
by the Likud, the National
Religious Party and by the
Greater Israel Movement.

tablish Jewish settlements on
the-West Bank in defiance of
the government's ban on un-

They noted that the disen-
gagement lines drawn so far
under Kissinger's aegis have
coincided with the eastern-
most J e w i sh settlements.
They believe Kissinger will
attempt next to effect a dis-
engagement between Israel
and Jordan and want the line
as close to the Jordan River
as possible, if not on the
river itself.
Another apparent motiva-
tion is to test the Rabin gov-
ernment. Premier Yitzhak
Rabin has stood firmly by his
and the preceding govern-
ment's policy of permitting
only limited settlement in the
administered territories pend-
ing a final peace accord.
The premier reiterated
that unauthorized settlement
would not be tolerated. But
he repeated his pledge, made
when he took office, that he
would call new elections be-
fore signing any agreement
with Jordan that involved
Israeli territorial withdraw-
als.

TEL AVIV (JTA) - For-
mer Defense Minister Moshe
Dayan tossed a political gren-
ade in the lap of his Labor
Party Monday and the party
still does not know how to
defuse it.
Dayan, who shocked many
of his Labor colleagues last
week when he signed a Likud
petition against any Israeli
withdrawal from the West
Bank, took the position on
television Monday . that the
entire Judea-Samaria region
must remain permanently
part of Israel.
"I am against any terri-
torial partition of the West
Bank and against any ar-
rangement preventing Jewish
settlement anywhere in Jud-
ea and Samaria," Dayan said.
His position is in open re-
volt against Premier Yitzhak
Rabin, who has declared that
Israel is prepared to make
territorial concessions on the
West Bank in return for a
genuine peace settlement
with Jordan.
The Rabin government has
also stood fast on its refusal
to permit settlements in the
administered Arab territories
without its specific authori-
zation..
The former defense minis-
ter, whose charisma was tar-
nished in the aftermath of
the Yom Kippur War, still
wields considerable influence
in the Rafi faction of the
Labor Party.
Party circles fear that Day-
an could cause a serious con-
frontation between Labor's
Mapai and Ahdut Avoda
wings on one hand and Rail
on the other, and also badly
shake the Labor alignment
which includes the dovish
Mapam.
Dayan said on_ the TV
broadcast that the time had
come for the Knesset to take
a decisive stand on the Ju-
dea-Samaria issue.=
"I have opposed and shall
oppose any arrangement ob-
liging the Israeli army to
leave Judea and Samaria or
any other sites which the Is-
rael Defense Force feels it
should hold," Dayan said:
