Oak Park, Mich. 48237-968-0820 Sapir Appeals to Jewish Leaders to Increase Cash Aid to Israel NEW YORK—In a letter to United Jewish Appeal Gen- eral Chairman Paul Zucker- man, Pinhas Sapir, chairman of the Jewish Agency, ap- pealed to the leadership of the United Jewish Appeal and the Jewish Federations and Welfare Funds of the United States for increased aid to Israel. The letter stated in part: "In this year we are re- minded again that to survive Israel must be strong, de- fense forces must have the capability to discourage any attempt to crush us, that our borders must be made secure against infilitration, that our entire nation must be con- stantly on guard against the desperate actions of terror- ists. "For this strength, the peo- ple of Israel must pay—in taxes and defense loans and in other ways—a ful third of everything we produce, while still paying the costs of the Yom Kippur War, which con- sumed an entire year of Israel's GNP. "But how tragic it would be if the cost of security made us diminish, in the slightest degree, Israel's very reason for being—providing a home for needy and op- pressed Jews. Our task is to continue and strengthen this historic mission. "In the face of the harsh realties of our cash situation, which you know so well, will the Jewish Agency be in a position to receive our bro- thers and sisters from the Soviet Union when they be- gin to come in increased numbers? "At the -same time, we must fulfill our responsibili- ties to those immigrants who came before.
