CJFWF Parleys to Concentrate
on U.S., Canada Jewish Issues

NEW YORK — An assess-
ment of the major challenges
and areas of Jewish com-
munal responsibilities — at
home, overseas, and in Is-
rael — that Jewish federa-
tions in the U.S. and Canada
will devote their entire re-
sources to in 1975 will be the
central concern of the Coun-
cil of Jewish Federations
and Welfare Funds' quarter-
ly board of directors and na-
tional committee meetings
this weekend at the Waldorf
Astoria Hotel in New York
City.
A highlight will be the ad-
dress by Prime Minister
Yitzhak Rabin of Israel.
With the participation of
some 300 communal leaders
and federation executives
representing more than 70
North American communi-
ties, the committee meetings
will focus on the critical is-
sues before the American
Jewish community, including
the 1975 financing needs in
Israel and abroad, local soc-
ial welfare programs, studies
on the aged, Jewish educa-
tion, campus youth, and
many other concerns.
Among the highlights of
the four-day conclave will
be, "Planning the 1975 Cam-

paign," a special joint ses-
sion of federation presidents,
campaign chairmen, execu-
tives and national committee
members and involving Un-
ited Jewish Appeal leaders
which will address itself in
a series of workshops to the
total scope of federation con-
cerns.
Among the major actions
of the board will be its delib-
eration with regard to the
report submitted by the In-
stitute for Jewish Life's
board of trustees on the fut-
ure of the institute as it en-
ters the close of its initially-
established three-year span.
The board's recommenda-
tions and review of that re-
port, based on the finding of
a special institute study com-
mittee, will be reviewed, in
turn, by federations prior to
the general assembly in Chi-
cago Nov. 13-17, where the
conclusive decision will be
voted by the delegates.
The special advisory com-
mittee for community rela-
tions in the Middle East will
report to the board as well
on its approval of a select
number of initial priorities
and projects in this area sub-
mitted by and through the
National Jewish Community
Relations Advisory Council.
The committee on services
to the aging will address it-
self to two issues — outreach
services whose emphasis is
on meeting the needs of the
elderly where they live, and
community models, experi-
ence and criteria in design-
ing housing programs for the
aged.
An up-to-date report on is-
sues and actions at the re-
cent Jewish Agency Assem-
bly in Jerusalem, in which
community leaders and ex-
ecutives served prominently,
and the implications of its
recent executive meeting will
be the concern of the over-
seas services committee.
The ,committee will likewise
examine changes and trends
in Soviet Jewish emigration
practices and policies.
The likelihood of federal
legislation to provide for a
National Health Insurance
Program, the issues and
principles that concern both
consumers and providers of
health services, will be re-
viewed in a joint meeting of
the urban affairs and public
welfare committee and the
health services advisory
group.

Israel Ambassador to France Calls
Arms Meeting With Giscard 'Useful'

PARIS, (JTA)—Israeli Am-
bassador Asher Ben Natan
had a 50-minute meeting
with President Valery Gis-
card d'Estaing at the Elysee
Palace which was described
later as "friendly and use-
ful."
Ben Natan told reporters
that bilateral matters had
been discussed but added, "I
have not come with a shop-
ping bag for arms to the
president."
The Israeli envoy said that
the lifting of the French em-
bargo on arms to the Middle
East was an important de-
velopment "but even more
important will be to find out
the manner in which it will
be applied." He observed
that "unfortunately, Israel
always needs arms and now
we will have a chance to
study what France has to of-
fer in this field."
Ben Natan had similar
comments to make earlier on
a rench radio interview af-
ter he returned to Paris from
a month's leave in Israel.
He expressed hope that
"friendly and amicable rela-
tions will now be established
