The Russians agreed to keep their ships out of the region, reportedly as a re- sult of Israel's complaint to the United Nations Emergen- cy Force (UNEF) and UNEF talks with the Soviet author- ities. According to a report reaching here from the area, the Russians announced their withdrawal by loudspeaker to an Israeli navy patrol boat of the Dabour class which approached a T-43 type mine- sweeper in the Gulf of Suez. The voice , on the speaker stated in English that there would be no more penetra- tions into Israeli-controlled waters as the sweepers had completed their mission of clearing minefields planted by the Egyptians. After the announcement, the Russian craft sailed west- ward away from Sinai and no further Soviet naval ves- sels were sighted. Soviet provocation — the motivation for which is still unclear — reached a peak Aug. 27 when a mine-sweep- er turned its high pressure water hoses on Israeli patrol boats signaling it to leave the coastal waters. There were no casualties or damage. In Jerusalem, Premier Yit- zhak Rabin, who told 300 American Jewish community leaders here that the fate and future of the Jewish state would be determined by the events of the next 12 months, appealed to his fel- low countrymen for unity in solving Israel's pressing so- cial and economic problems. Sapir Paints Gloomy Picture of Latin Jews Ties to Judaism TEL AVIV (JTA) — A gloomy picture of the situa- tion of Jews in Latin America as far as their ties to Juda- ism are concerned was painted by Pinhas Sapir, chairman of the Jewish Agency and World Zionist Organization Executives, on his return from an extended visit to Jewish communities in that region. Sapir, who spent time in Mexico, Colombia, Peru, Bra- zil, Argentina, Uruguay and Venezuela said the situation was discouraging because "Jewish education there is very shallow and does- not embrace the entire Jewish population." He said that 75 per cent of the Jewish populations in the countries he visited had no connections with Judaism through studies or education- al institutions. He expressed serious concern over the high incidence of mixed marriages and said that even in cases where the non-Jewish spouse converts, the children do not receive a Jewish education. Kissinger at the State De- partment to tell reporters that he hoped the Middle East problem "will soon be solv- ed" and that he was confi- dent that Kissinger would "continue his efforts to achieve a final settlement based on justice and the rights - of the people in the area." But the Saudi diplomat pointedly ignored a question by the Jewish Telegraphic Agency as to whether the final settlement he envisaged included an independent Is- rael. Saqaaf, who is here for the latest in Kissinger's continu- ing talks with Middle East figures and who met with President Ford at the White House, was understood to be carrying a letter to the President from King Faisal. Jewish community leaders here cited a recent infiltra- tion of Arab and leftist anti- Israel propaganda in Rio's university campuses. His trip, however, will take place after his meet- ing with Israeli Premier Yitzhak Rabin. By then the secretary will have met offi- cials from Egypt, Jordan, Syria, Saudi Arabia and Is- rael. Kissinger's trip will also precede the resumption of the Geneva talks tentatively scheduled for some time in November. When the JTA reporter asked Saqaaf whether his country's desire for a peace- ful solution in the Middle East envisaged an independ- ent Israel — a question ask- ed of previous Saudi visitors and never answered by any of them — Saqaaf abruptly turned away and engaged in conversation with Secretary Kissinger who was standing at his side. A moment later, when JTA asked Kissinger if Saqaaf had given assurances on an independent Israel, the sec- retary replied, "All our de- cisions are in that frame- work. There is no other pos- sibility for any discussions in which we participate."
