Dayan Blames U. S. for Limited
Aid to Israel Dining Yom Kippur War
JOHANNESBURG (JTA)-
Israel's former Defense Min-
ister Moshe Dayan says the
United States let Israel down
in some aspects of its mili-
tary supply airlift during the
Yom Kippur War.
The US sent plenty of am-
munition b u t not enough
tanks. Israeli for c es cap-
tured three times more Rus-
sian tanks from the Egyptians
and Syrians than the Ameri-
cans were able to supply,
Dayan said in an interview
published Wednesday in the
Rand Daily Mail.
The former cabinet minis-
ter had other observations to
make on the Yom Kippur
War. He said his main regret
was that he had not ordered
the mobilization of Israeli re-
serves sooner. "We • left it
very late. An earlier mobili-
zation would have helped
considerably in the first phase
of the war," Dayan said. But,
he added, "It was a difficult
situation. Mobilization hits
Israel socially as w e 11 as
economically. What if the
Arabs had not struck in
October?"
Dayan said the Israeli
Cabinet took the right deci-
sion when it decided against
a pre-emptive strike last
October after it became clear
that the war was imminent.
He said' the reverse decision
would have estranged world
'opinion and lost American
aid.
"It's one thing attacking
when the enemy is at your
bedroom door, as he was in
1956 and 1967, but it's another
when he is at the bottom of
your garden and on his side
of the fence," Dayan said.
He did not agree with pre-
dictions in some quarters that
a new Middle East war would
break out within six months.
He said he could not dis-
count the possibility of an-
other war within two years.
Dayan visited Cape. Town
Wednesday accompanied by
Dr. Jan Marais, chairman of
the South African Foundation
which invited him to tour the
country. His party is travel-
ing under tight security main-
tained by South Africa n
police and Israeli body-
guard s. Similar securiV
measures have been taken
to protect the Israeli judo
team participating in an in-
ternational contest here.
Dayan Seeks . Fair Talks;
Mrs. Jacobson Warns of
Non-Zionists at Meeting
JOHANNESBURG (JTA)-
Israel's former Defense Min-
ister Moshe Dayan told an
audience that peace-negotia-
tions with the Arab states
must be fair and never one-
sided. "If there is deadlock,
we Will have to live with
deadlock," he declared de-
livering the keynote address
at the 33rd South African
Zionist Conference in a
packed - Johannesburg City
Hall.
Dayan stressed Israel's con-
tinuing need for Western im-
migration a n d maximum
Diaspora support. Observing
that "the Arabs are growing
stronger in every way while
Jewish 1 i f e in the golah
(Diaspora) is weakening," he
said that Zionists must re-
invigorate Jewish life • in the
-golah sand stimulate maxi-
mum support for Israel.
"We in 'Israel can take
care of Israel and you in the
golah must take care of the
Jewish people," Dayan de-
clared.
He noted that unlike pre-
vious wars that Israel has
fought, the Yom. Kippur war
opened the way to negotia-
tions — which Israel has al-
ways wanted — and which it
hoped would continue at
Geneva.
"We want to negotiate very
much," he said, "but we will
never accept the formula
often used by the Americans
that the Arabs will never
agree to this or that. Nego-
tiating cannot be one-sided.
They must take account of
what Israel will never agree
to no less than the Arabs,"
he said.
Regarding the Judea and
Samaria regions on the West
Bank, Dayan said it was un-
thinkable that Jews should
ever be prevented from set-
tling in any part of their
historic homeland.
Israel's Ambassador t o
South Africa, Itzhak Unna,
said in his address at the
opening session of the con-
ference that Israel's future
will not be settled by Mos-
cow or Washington or the
United Nations but by the
Jewish people.
Mrs. Charlotte Jacobson,
chairman of the World Zion-
ist Organization - American
Section, added that Diaspora
Zionists must avoid splitting
into party compartments to
prevent non-Zionists f r o m
taking- over "work for Israel
and reducing it to fund-rais-
ing alone."
Mrs. Jacobson, who spoke
at a dinner in h e honor
given by the South African
United Zionist Association,
asserted that "there is no
further role for parties in
Diaspora Zionism." She- said
France 'Subpoenas
Rightists for Bias
PARIS (JTA)—The French
nationalist group Oeuvre
Francaise (French Work)
has been given a subpoena
to appear in Paris Court
(Palais de Justice) for hav-
ing spread anti-Semitic post-
ers in the city of Rennes and
the French capital.
The summons cited the
group for attempting to "stir
racial hatred." It was issued
to Pierre Sidos, president of
the organization.
The trial is expected to
take place in one to two
months.

The suit against the group
was brought by the Interna-
tional League Against Rac-
ism and Anti-Semitism after
being alerted about the anti-
Semitic activities by its local
chapter in 'Rennes.
The posters, which were
circulated in Oct. and Nov.
1973, included such state-
ments as "France for .the
French," and "The French
will not follow orders from
Tel Aviv.

port of immigration and ab-
sorption, which are Zionism's
key responsibilities today."
She warned a takeover of
non-Zionists of work for Israel
could be a special danger in
the American Jewish com-
munity, where firm stands
might be necessary against
the United States government
over Israel's security, as she
said had happened with
British_ Zionists relative to
British governments on many
occasions.
Arieh Buston, Israel's con-
sul general, expressed a
similar view that Zionist par-
ties caused unnecessary ten-
sions in Diaspora Zionism
where unity behind Israel
was the essential require-
ment.
Dulzin Warns Israel
Must Accept Soviet Jews
to Protect Olim of Future
JERUSALEM (JTA)—Jew-
ish Agency Treasurer Leon
Dulzin warned 300 American
Jewish leaders here that if
Israel failed to absorb new
Soviet immigrants it would
spell the death blow to the
hopes of hundreds of thou-
sands, perhaps millions, of
Soviet Jews who might want
to come to Israel at some
time in the future.
