The report of the Associa- tion for the Planning and Development of Services for the Aged-describes the crisis in old age care that faces Israel because of this in- crease and the steps taken by the association to meet the crisis. The association was estab- lished in 1969 by JDC/ Malben in cooperation with the Israel government to ex- pand services for the aged throughout the country. The budget for the association's first five years was set at IL 53,000,000 ($12,600,000), half appropriated by JDC/ Malben and half by the Israel government. The JDC re- ceives funds for its programs in Irsael and other overseas countries mainly from the United Jewish Appeal. Fla. The convention, which will bring together lay leaders, educators, and Torah schol- ars will determine education- al priorities for the Orthodox community. The home in Afula will celebrate its open- ing in October. The other two, one in Acre and one in Ashkelon, will be completed in 1975. Still more homes are • in various stages of planning, he added. In addition, Goldman said, nine community pro- grams have been established providing a variety of day care services for about 3,500 old people living in their own homes. Stressing the impor- tance of the community pro- grams in delaying applica- tions for admissions into in- stitutions as long as possible, he said, "Services should be made available that will en- able and encourage the aged to remain in their own homes as long as they wish or as long as they can. That is why these community services provide such equipment as hot water boilers and stoves, meals-on-wheels, medical help, pedicure, hobby classes and workshops, gymnastics and individual counseling." The program could not have achieved what it has, Goldman stated, if the asso 7 ciation had not insisted from the very beginning on local participation in every proj- ect.
