Leonard, Gen- esee County Prosecuting At- torney, will receive the Award of the Righteous Hu- manitarian for his efforts on behalf of Soviet and Syrian Jewry at Flint Jewish Com- munity Council's annual din- ner 6:30 p.m., Sept. 8 at Cong. Leonard and another dis- trict attorney, Eugene Gold of Brooklyn, recently visited the Soviet Union on behalf of the National District At- torneys Association, investi- gating allegations of the mis- treatment and religious per- sectition of Soviet Jews by Soviet officials. Since the Soviet govern- ment would not grant any government or person the au- thority to investigate the allegations officially, Leonard and Gold entered the country ostensibly as tourists with the direct commission of the NDAA to determine the offi- cial basis for the arrests of the Jews in Leningrad, Riga, Moscow and Kishinev. Fol- lowing this investigation and repoft-, to the NDAA, the as- sociation has officially gone on record condemning these Soviet actions. o n a r_d was graduated froth Michigan State Univers- ity and received his JD de- gree from Wayne State Uni- versity'is law school. He attended Michigan State Uni- versity's graduate school majoring in economics. - He was appointed prosecut- ing attorney .by the circuit judges in 1963. Prior to that appointment he was chief trial attorney for the prose- cuting attorney's office. Since 1963, Leonard has been elected to three four-year terms as prosecuting attor- ney. Twice chosen outstanding prosecutor in the state of Michigan by the Michigan Prosecuting Attorneys Asso- ciation, Leonard is vice pres- ident of the National District Attorneys Association. Leonard is the originator of the rumor control center in his office to provide the public with prompt, current and factual information dur- ing a crisis. He established. the first prosecutor's con- sumer protection commission of its, kind in the nation made up of citizen volun- teers. He also established the Genesee County Probation Authority, which helps re- habilitate nonviolent felony first offenders with the use of community agencies and resources without the exper- ience of arrest and trial. In a letter from the Na- tional District Attorneys As- sociation to Syrian President Hafez al-Assad on behalf of the two Jews on trial for the murder of four Jewish wom- en, Leonard stated in part: "As leading prosecuting at- torneys in the United States, we are concerned with the administration of justice, not only 41n our own country, but In letter to President Ger- ald Ford, Flint Jewish Com- munity Council President, Michael A. "Viewing this trial, then, from the perspective of the sensitive international com- munity which is concerned with the administration of justice in every part of the world, we strongly hope that you will insure that the prin- ciples of international due process are met with during this trial and thereafter." Leonard also requested that one of the NDAA mem- bers be present at the trial. Meanwhile, Leonard was in New York Wednesday with his staff member, Sheldon Siegel, to present the letter to the Syrian Ambassador at the United Nations. However, the ambassador refused to see him, and the letter was accepted by an aide. Following the presentation, there was a press conference at which several newspapers and news services were pres- ent.
