Judge Sugarman was past international vice president of Bnai Brith and past presi- dent of its District 1, embrac- ing New York, New England and East Canada. He was a life member of the national commission of the Anti-Def- amation League. Born in Boston, Judge Su- garman received his law de- gree from Boston University in 1925. He was admitted to the New York bar in 1927. He was appointed to the District Court by President Truman in 1949, and became chief judge on the basis of seniority in 1966. As chief judge he devised procedures to reduce the 'backlog of cases, and initiated a pro- gram in which a single judge takes a case horn inception to completion.
