These expenses include con-
struction of fortifications on
the new front lines, shelters
and bunkers in border settle-
ments - and security fences in
the north.
The largest cut is in the
budget (regular budget) of
the education ministry — IL
88,000,000 from secondary and
higher education together.
The plan to introduce free
10th grade schooling has
been shelved for the time
being and government-paid
stipends to school children in
secondary schools and uni-
versities will be awarded less
freely.
IL 100,000,000 has been
pared off the communications
ministry development budget
— meaning a longer wait for
people who have ordered tele-
phones.
The one ministry's budget
cut — proposed by the treas-
ury at nearly IL 3,000,000 —
which has not yet been ap-
proved is Aharon Yariv's in-
formation ministry. Yariv is
still discussing with Premier
Yitzhak Rabin the validity
of this ministry's continued
existence. Meanwhile, Yariv
is strenuously opposing any
cut in his total IL 24,000,000
budget.

sidering lifting the arms em-
bargo imposed by Gen.
Charles de Gaulle in 1967 and
reaffirMed by President
Georges Pompidou in Janu-
ary 1969.
French sources say that a
committee of officials belong-
ing to several ministries has
been entrusted with a thor-
ough study of the political
economic and strategic im-
plications of such a move.
This study has been decid-
ed upon, these sources say,
at a cabinet meeting which
examined the new situation
created by Egyptian Presi-
dent Anwar Sadat's open ad-
mission that Libyan Mirages
are stationed in Egypt and
have participated in the
fighting of the Yom Kippur
War in violation of the
Franco-Libyan agreement.
There was no official con-
firmation to these reports be-
sides a statement by govern-
ment spokesman Andre Rossi
that "the government has de-
cided to re-examine the em-
bargo policy."
The embargo was first im-
posed in "selective" form on
June 3, 1967. Historians gen-
erally believe that de Gaulle
thought at the time that it
would deter Israel from
opening hostilities. In Janu-
ary 1969, after the Israeli
raid on Beirut Airport, Pres-
ident Pompidou made it
