friendly relations between
Israel and Brazil are not
weakening because of the
Brazilian efforts to strength-
en its relations with the Arab
countries.

dent Nixon's deepening
Watergate crisis is beginning
to evoke concern among Is-
raeli public opinion leaders,
including its governmental,
officials, that it may result
in new pressures for Israel
to move more quickly under
United States prodding to-
ward additional negotiations
with the Arab states, observ-
ers reported Wednesday.

Renewal of Black-Jewish
Alliance Strongly Urged
SAN FRANCISCO (JTA)—
A leading Black activist has
proposed here that his fellow
Black leaders call a meeting
with Jewish leaders to seek
renewal of the battered alli-
ance between American
Blacks and Jews.
The Rev. Jesse L. Jackson,
president of Operation Peo-
ple United to Save Human-
ity, made the appeal at the
closing session of the 64th an-
nual convention of the Nation-
al Urban League.
He cited as a recent major
cause of strain between the
two groups the issue of job
quotas. He said Blacks favor
such quotas as a solution to
job discrimination and Jews
fear quotas on grounds they
are being used to limit Jew-
ish opportunities but insist
they support wider opportun-
ities for Blacks if based on
criteria of individual merit.
Rev. Jackson told the 1,5-00
persons at the convention
banquet last week that "peo-
ple who marched with us and
demonstrated with us are
now meeting us in the Su-
preme Court" as adversaries
over what Jewish leaders
have described as "reverse
discrimination."

ban League; Roy Wilkins,
executive director of the Na-

Gollwitzer, a theologist of the
Berlin Free University, was
awarded the Carl von Os-
sietzky medal by the Berlin
section of the International
League of Human Rights.

munity Center on Dec. 8.

should respond with caution
to any United States urgings
for speedy action in negotia-
tions with the Arab states.
Israel should move ahead on
"the political road," he
wrote, but should realize that
Nixon, "who was a friendly
President to Israel — and
apparently still is, in his
heart — whose balance on
Israel is absolutely positive,
in arms shipments and poli-
tical support — is today a
damaging President for Is-
rael."
Eyal declared that he did
not believe that Nixon had

rich Spetter's appeal against
the death sentence imposed
on him by the Sofia district
court was heard Monday, as
had been scheduled, but its
outcome is not yet -known.
It was learned Tuesday
from the Bulgarian capital
that the appeal court will
only make its decision public
in three or four days. Mean-
while, the 53-year-old Jewish
economist charged with es-
pionage remains in the con-
demned cell.
His case is causing grave

tact with the Bulgarian head
