What Does He Do for an Encore? Illaksoud Feels Arabs Gained U.S. Respect

WASHINGTON—The "fight" between Secretary of State
Henry Kissinger and Defense Secretary James Schlesinger
over sending arms to Israel during the Yom Kippur War
was all an act, say Pentagon observers.
Newsweek reports that "The accepted scenario pic-
tures him (Kissinger) fighting valiantly against Defense
Department foot-dragging. But this is misleading, Pentagon
and some Israeli insiders insist.
"Their version: with Israeli Ambassador Simha Dinitz
sitting nearby, Kissinger telephoned Defense Chief James
Schlesinger and bellowed, 'What the hell's going on? The
planes have not arrived in Israel yet. Let's get going'!
"Operating under Presidential go-slow orders, Schle-
singer was nonplused—or so the new story has it—until
learned, a little later, that Kissinger's call was strictly
Dinitz's benefits."

NEW YORK—Clovis Mak-
soud, Lebanese journalist
who visited 54 American
cities (including Detroit) in
a five-month good will tour
returned to the Arab world
with word that the natives
over here are frinendly to a
point.
Maksoud cautioned that
the changes in American at-
titudes were limited and ten-
tative. He felt that the bias
for Israel has been reduced
but not removed.
According to Henry Taner,
Friday, July 12, 1974-3 correspondent for The New

York Times, Maksoud warn-
ed the Arabs to beware of
the trap of "premature
euphoria' about the Ameri-
can role in the Middle East.
Maksoud said that the
Arabs won a great deal of
respect during the October
war and oil embargo. But
Am e r i c an s, he continued,
seem to think that the main
job was completed with the
troop disengagement in Syria
and along the Suez Canal.
The only disappointment
he could concede was the
lingering hostility found in

organized labor. The most
encouraging new develop-
ment, Maksoud said, was
that "Americans of Arab
origin have lost their in-
feriority complex."
