Histadrut Rejects Govt's. Plan to Cut COL Allowance by Half

Histadrut executive flatly
rejected the government's
proposal to cut in half the 20
per cent cost-of-living allow-
ance payable to Israeli work-
ers beginning this month.

TEL AVIV (ZINS)—In the
past year, 14 high-ranking
military officers have left
the service. -Military experts
feel that many resigned be-
cause of conflicts surround-
ing Moshe Dayan.
The officers include: David
Elazar, army chief of staff;
General Yitzhak Hofi, depu-
ty; Eli Zaira, chief of Secret
Service; Shmuel Gonel, corn-
mander of the Southern
Front; General Israel Tal,
deputy army chief; General
Ariel Sharon.; Air Force Chief
Mordecai Hod; Staff Gen-
eral Rehavam Ze'evi; Naval
Commander Abraham Bozar;
General Aharon Yariv, for-
mer chief of the Secret Serv-
ice; General Shlomo Lahat;
and General Amos Horeb.
In addition to these offi-
cers, General Abraham Men-
dler fell in the war, and
General Kalman Magen died
of a heart attack.

in a belt-tightening economic
program intended to combat
inflation which the govern-
ment promulgated last week,
was denounced by coalition
and opposition factions alike
within the Labor federation.
It was the first time, in
fact, that Histadrut stood in
opposition to the Labor-led
government. The COL reduc-
tion was intended to absorb
some IL 600,000,000 from the
economy.
Finance Minister Yehoshua
Rabinowitz warned earlier
that the cycle of rising prices
and increased COL would
have a disastrous effect on
wage earners.
The Histadrut executive
unanimously adopted a reso-
lution opposing any plan to
dilute, postpone or absorb
any or all compensation due
workers for the high cost of
living.

HAIFA — New Jersey real
estate and mortgage broker
Julius I. Kislak of East
Orange was honored by the
site dedication of a park to
be named for him on the
campus of the Technion—Is-
rael Institute of Technology
in Haifa.
Kislak, 87, was unable to
be present at the ceremony
and was represented by his
daughter and son-in-law Sima
and Martin Jelin of South
Orange.
Kislak was, along with
Prof. Albert Einstein, among
the founders of the American
Technion Society in 1940. He
has served on the national
board of directors continuous-
ly ever since.
DevelOpment of the park
is made possible through a
gift to the American Tech-
nion Society by the Kislak
family.

TEL AVIV (ZINS)—Nearly
200 amateur artists and
sculptors from throughout Is-
rael are participating in the
13th annual Amateur Art
Competition at the ZOA
House in Tel Aviv. This popu-
lar annual national event is
conducted as a cooperative
effort of the ZOA House and
the culture department of
the city of Tel Aviv.
A record number of 223
entries was submitted. Of
these, 180 were chosen for
exhibition and participation
in the prize competition.
Awards totaling IL 3,00G will
be presented.
The competitors range in
age from 16 to 87, the largest
number under age 30.

Histadrut Secretary Gen-
eral Yehuram Meshel de-
manded to know "Why did
the government not impose
taxes on luxuries? Why did
the government refrain from
touching the banks, the in-
surance companies and other
financial enterprises?" He
warned that cutting COL
would have a severe psycho-
logical impact on workers
which the government should
have considered.
Histadrut has not, however,
rejected the rest of the eco-
nomic austerity package
which includes a new corn-
pulsary war loan, a property
tax, higher• tariffs to reduce
imports and new incentives
for export industries.
Rabinowitz had earlier
told the Knesset that his new
program was fair and socially
equitable since it hit the
upper income groups hardest.
