FELDMAN MOSCOW — It took the splendor of the great Kremlin palace setting to bring together Moscow's Chief Rabbi Jacob Fishman; U. S. President Nixon and Secretary of State Henry A. Kissinger; Commu- nist Party General Secretary Leonid Brezhnev; Nikolai Podgorny, president of the Presidium of the USSR Supreme Soviet; Alexei Kosygin, chairman, Council of Ministers of the USSR; and USSR Foreign Affairs Minister Andrei Gromyko. They all met and exchanged conversation at a sumptuous farewell reception at the close of Mr. Nixon's week-long visit to the Soviet Union. It was an extraordinary sight in the Kremlin's gilt and white St, George's Hall. Bearded Rabbi Fishman, wearing a wide-brimmed black velvet yarmulka nd long, black coat, talked with President Nixon in halting English. A beaming Brezhnev and other Soviet leaders bantered—in Russian—with the rabbi. Dr. Kissinger conversed with the rabbi in a "Ger- manese" Yiddish. After a short time, Kissinger ap- peared to be ill at ease and walked away . . • to join aides. Jackson said that the People's Republic of China was less interested in the Arab-Israeli dispute than it was concerned about Soviet power in the Indian Ocean, that he was prepared to reach a "sensible arrangement" with the Soviet Union on the emigration issue but that the Russians would have to show more "give" if a compromise is to be reached on the Jackson Amendment. The Washington Democrat's comments were made at a press conference upon his return from an official visit to mainland China. He said that Soviet interference with American news media during the Nix- on summit visit, when they tried to report on the situation of Jews seeking emigra- tion, was a "setback" to any arrangement with regard to the Jackson Amendment. "They are not going to get MFN (most favored nation) treatment until they show a willingness" to abide by the Universal Declaration of Human Rights, Jackson said. He said that on his trip he found the Chinese not willing to talk in detail about the Middle East except in terms of the Indian Ocean and what they see as a Soviet threat to Iran and Pakistan. He said this did not indicate a hands-off pol- Senator Jackson icy by China in the Middle East. Jackson said he had discussed the Middle East with Chinese leaders, however. In the Detroit area the program is heard over radio station WLDM-FM. In making the survey public, Lawrence Peirez, chairman of ADL's national civil rights committee, said Willis A. Carto, "an outspoken anti-Semite," is "the unpublicized force" behind "This Is Liberty Lobby," a five-minute broadcast carried by most of the stations on a paid basis but on some as a public service. Carta is the founder and boss of Liberty Lobby, a 16-year old Washington-based propaganda and lobbying organization which has become one of the most active and best financed groups on the American far right. Commenting on the new Mutual Broadcasting System tie-in, Peirez said "the contract hardly came as a surprise since Mutual's principal owners, Mr. and Mrs. Benjamin D. Gilbert, have contributed thousands of dollars to Liberty Lobby since 1966." John L. Goldwater, chairman of ADL's national fact-finding committee which conducted the survey, cited "This Is Liberty Lobby" broadcasts during and immediately following the Arabs' October aggression against Israel as "typical" of the program's point of view. He noted "daily attacks" on Israel and American Jews during that period, including de- scriptions of Israel by the program's commentator, Bob Bartell, as a "a bastard state," charges that American Jews are subversive and disloyal, and use of terminology "scraped from the garbage cans of professional hatemongers." In one program, Goldwater declared, "writings of the notorious anti-Semite, Robert H. Williams," were used to "prove" libelous statements against the Anti-Defamation League itself. He identified Bartell, the commentator, as also being president of Tax Action, another of Carto's outfits. The Pope reportedly made his request during a 70-minute meeting he had July 6 with Secretary of State Henry A. Kissinger at the Vatican in which the Pope was briefed on the American-Soviet summit talks in Moscow and the Middle East situation. According to Vatican sources, the Pope stressed to Kissinger that Jerusalem represented supreme values for Judaism, Christianity and Islam and that this must be taken into account in the future status of the city. The Pope reportedly indicated that the Vatican is no longer insisting that the city be a separate entity from Israel, Jordan or any Palestinian state that may be created on the West Bank but that it was not enough for Israel alone to guarantee that all faiths have access to the holy places.
