JERUSALEM (JTA)—Pre- mier Yitzhak Rabin's coali- tion government survived its second major test in the Knesset when the govern- ment's IL 35,350,000,000 ($8,- 800,000,000 budget was adop- ted by a 46-43 vote after 14 hours of debate and par- liamentary maneuvering. This support must remain strong in these troubled times. Dr. Kissinger may have performed well during his long and arduous series of negotiations, but we must recognize that peace is more than the absence of declared war. Peace must be built upon mutual respect and understanding. Certainly lasting peace has not been facilitated by the President's promise of arms and nuclear reactors to countries hostile to Israel. Peace cannot be maintained by forcing the Israelis into territorial concessions which jeopardize their survival. The rights of all peoples in the Middle East must be respected and considered in aay agreement.
