Arrest of Activists During Nixon Visit Surprises Many Observers NEW YORK (JTA)—Mass arrests of Soviet Jewish ac- tivists continued even while President Nixon was confer- ring, sightseeing and social- izing with Kremlin leaders on his third summit trip to the USSR. The arrests, in some cases accompanied by physical brutality, were intended to avert demonstrations that might embarrass the Soviet regime by calling attention to the deteriorating situation of Jews seeking to emigrate during the presidential visit, according to Sheila Woods, reporting from Moscow for the American Jewish Press Association and other sources. One such demonstration, a seminar of world renowned scientists to have opened July 1 in the Moscow apart- ment of Dr. Alexander Vor- onel, was canceled by virtue of the fact that most of its sponsors — including Profs. Voronel and Vitaly Rubin — had been. placed under arrest. The seminar had been planned a year ago to drama- tize the plight of Soviet Jew- ish scientists who have been ousted from their positions and denied work after apply- ing for exit visas. The arrests of Jewish ac- tivists and members of their families — persons whose names are well known abroad —was surprising in view of the purported Soviet sensi- tivity to world opinion. Prof. Alexander Lerner was arrested after the KGB (secret police) broke down his doors. Five persons were arrested as they left sepa- rately, from Lerner's apart- ment. The five are Irinka Brailov- sky, Lydia Azbel, Elena Pol- sky, Aleksandr Dropkin and Lucia Lunts, wives of Jewish activists presently under house arrest. Mrs. Polsky was reported to have been beaten up by the KGB men. On the brighter side was the news that Prof. Benjamin G. Levich, a noted electro- chemist and former member of the Soviet Academy of Science, has been told by the authorities that he and his wife, Tanya, will be given exit visas some time next year. Earlier, Levitch's two sons, Alexander and Yevgeny, were told they will be per- mitted to emigrate to Israel. The Levich brothers have been seeking exit visas for more than two years. Soviet Jews were trying to call their condition to the President's attention. Ten of them went on a hunger strike in Minsk. Four other Jewish activists were reportedly on a hunger strike in Odessa. * * * Minsk Has Longtime Jewish Tie President Nixon's visit to Minsk, where nine Jews went on a hunger strike to demand they be allowed to emigrate to Israel, provided occasion to trace the Jewish associa- tion with the city. In Minsk, which became the most important commer- cial center of Byelorussia, the Jews led a checkered existence between the 15th and 20th centuries as the change in power either granted them freedom or took it away. The Jews of Minsk helped make it a large commercial center when they leased cus- toms duties in 1489. During the 16th and 17th centuries the right to engage in com- merce was granted and with- drawn several times. By 1679 all their rights were rein- stated, and in 1722 they were confirmed in their entirety by King Augustus II, according to the Encyclopedia Judaica. Prosperity reigned in Minsk in the 17th and 18th centuries, and during the 19th Century Jewishness flour- ished. However, with the 20th Century, Jews became active in political revolutions and were often the victims. Jewish communal and re- ligious life was silenced as the Soviet regime came into power. With only about 5,000 in- habitants surviving the Holo- caust (the Jewish population in 1941, was estimated at 90,- 000), the Minsk Jewish corn- munity barely survives. To- day, a small Jewish congre- gation is allowed to meet in a small synagogue in a wooden house on the out- skirts of the city. Still stifled by Soviet rule, Jews in Minsk are forbidden to bake matzot for Passover, and are unable to receive packages of matzot from abroad.
