Heavy Outlay
for Immigrants

TEL AVIV (ZINS)—Many
Israelis, especially the poor-
er sections of the population,
complain about the enormous
expenditure of public funds
in the absorption of new im-
migrants.
In 1973 when 14,000 fam-
ilies and 9,600 single persons
arrived, provision of housing
and jobs involved an outlay of
IL 2,000,000,000 ($500,000,000).
But there is another side to
the story, according to Ha'-
aretz. The investment re-
quired to train one physician,
engineer or pharmacist is
estimated at approximately
IL 125,000. In the past year,
the country saw the arrival
of 3,700 engineers, doctors
and pharmacists, represent-
ing an import of knowhow
conservatively v alued at
about IL 460,000,000.
Added to that is the educa-
tion and training _of other
nonacademic personnel, ,at an
estimated investment of IL
40,000 per person—a further
asset of IL 440,000,000 in-
vested in training and brought
to the country by 11,000
workers.
Ha'aretz also adds in the
IL 850,000,000 in funds that
these new settlers brought
into the country for invest-
ment.
In so doing, the over-all
sum spent by the Jewish
Agency and government in
behalf of immigration and
absorption is balanced out,
Ha'aretz concludes.
