Beersheba to Be Encircled by Parks

Kissinger, East-West Detente and Disengagement

Editor, The Jewish News:
There recently appeared a
study prepared for the Joint
Mid-East Policy Committee
of the Combined Jewish
Philanthropies and the Jew-

Greater Boston, entitled "Dr.
Kissinger, Detente and U. S.
Interests in the Middle East"
(Mid East Policy Paper, Vol.
1, No. 1).

Kissinger's "shuttle diplo-
macy" is working for a "dis-
engagement of f or c e s"
which, in reality, is a eu-
phemism for relinquishing of
territory by Israel. Towards

this goal Israel has already
made some very consider-
able concessions in the Golan
Heights, while Syrian nego-
tiators veto Israeli proposals
and, each time, demand
more territory and conces-
sions.
If the negotiations in
Geneva are to serve the
cause of peace, "they will
have to be transformed so
that Arab-Israel reconcilia-
tion is made their real ob-
jective," and the following
conditions must be observed:

making process.
"The U. S. and the Soviet
Union should jointly reaf-
firm, in an open, public,
declaration, their agreement
that neither will commit any
combat forces or nuclear
weapons into the Middle
East."
"Only if the U. S. and
Russia demonstrate such tru

this forthright study, "can
