Israel Cabinet Formation Due Today

(Continued from Page 1)
Abba Eban, with wider pow-
ers, including participation in
all political decisions and di-
•rect responsibility for the
"Mossad".
Defense—Shimon Peres (or
alternatively Allon; Haim
Bar-Lev. or Rabin himself).
Foreign Ministry—Allon or
Eban.
Finance — None. Yehoshua
Rabinowitz, who was until
now considered a sure candi-
date, announced he wanted to
continue as housing minister.
• Information — A h a r o n

'ibor—Moshe Bar-Am.
Agriculture—Aharon Uzan
(currently
communications
minister).
Commerce and Industry —
Bar-Lev or Gad Yaacobi.
As the hour of decision was
approaching, there were still
contacts being made with the
NRP, in a final effort to
make them join the coalition.
According to one proposal, a
ministerial committee would
try to solve the Who Is a
Jew? problem within half a
year, or perhaps a year, and
if by then no agreement is
reached Labor will accept
the NRP stand in the issue.
However, reaction within
the alignment and from the
ILP to this suggestion was
negative, and it was doubtful
whether the NRP itself would
accept it.
Finance M'nister Pinhas
Sapir. who has headed the
finance ministry for the past
18 years, is making it in-
creasingly clear that he does
not want to serve in the new
government. In an interview
in Maariv and in a speech in
Tel Aviv he said he would

;

rather concern himself with
problems of aliya and would
seek to join the Jewish Ag-
ency Executive, though he
has not made a final decision.
That was interpreted as an
indication that Sapir would
be a candidate for the vacant
chairmanship of the Jewish
Agency and World -Zionist
Executive when the Jewish
Agency general assembly
convenes in Jerusalem next
month. If he runs, he is con-
sidered certain to ;et the
dual post. Acting chairman
Leon Dulzin, currer tly the
leading candidate, has said
he would drop out of the race
if Sapir decided to enter it.
Labor's Rafi faction is in
fact demanding that the de-
fense post be given to one of
its own to succeed Rafi leader
Moshe Dayan. The Ahdut
Avoda faction, which is Ra-
bin's branch of the party, is
arguing vehemently that the
defense portfolio is not Rafi's
private preserve. Rafi would
probably be appeased if its
man, Peres, is named for-
eign minister. But
Eban, foreign minister since
1.965, has said he would be
willing to serve in a Rabin
government despite the re-
portedly bad relationship be-
tween himself and Rabin dat-
ing from the latter's tenure
as ambassador to the U. S.
Eban has said that if Rabin
fails to re-appoint him for-
eign minister he would con-
sider that a "dismissal."
One of the main obstacles
on the way to a peaceful solu-
tion of the personal problems
was finding an appropriate
compensation for Allon, who
did not want to remain in the
ministry of education. Allon

was reported to be interested
in the foreign ministry, but
he would not replace Eban,
unless the latter agreed to it.
One way of solving the web
was to give Eban the deputy
premiership with wide pow-
ers, perhaps in addition to
the ministry of information.
But less than 48 hours before
the final decision was to be
made nothing was deter-
mined.

LONDON (JTA) — Sixty
tombstones at Edmonton
Cemetery, in North London,
have been smashed by van-
dals, who also set fire to a
waiting-r o o m by igniting
pages torn from prayer
books. The police are look-
ing for the vandals, who were
able to gain access to the
grounds by swinging on
ropes from nearby trees.

A TRIP TO ISRAEL IS AN
EMOTIONAL EXPERIENCE

TO SEE HOW ISRAEL LIVES NOW
AND TO DEMONSTRATE OUR
KINSHIP WITH ITS PEOPLE

We can take
genuine pride in
our kinship to the
people of Israel. We
can feel great affection
for men and women with
such compassion for the
oppressed. We can admire a
country so rampantly democratic
and so extravagantly courageous.
We can be impessed by a land of
such accomplishment, of such industry
and dedication. All this is indeed an excellent
recommendation for the —

Weizmann Institute Techniques
Used in Carcinogenicity Tests

REHOVOT, Israel — A cell
culture system developed by
Prof. Leo Sachs, head of the
Weizmann Institute's depart-
ment of genetics, has been
used for testing the cancer-
causing properties of chemi-
cals and has helped yield
further information on the
mechanism of carcinogenesis
and the connection between
cancer and genetic change,
as reported in Science, the
journal of the American As-
sociation for the Advance-
ment of Science.
In an article, "Chemical
Carcinogenesis: A Lon g-
Neglected Field Blossoms,"
the journal states: "A prim-
ary contributor to this blos-
soming has been the develop-
ment of cell culture systems
in which healthy cells can be
converted to malignant cells
,chemicals . . . The first
.estigator to apply t h is
method to chemical carcino-
genesis was Leo Sachs of the
Weizmann Institute in Is-
rael."
Over 1,000 compounds have
been identified as producing
tumors in animals and many
times that number are sus-
pe c t. However, standard
screening methods, using la-
boratory animals, on the av-
erage required several years
and a great deal of money
for each chemical tested.
Prof. Sachs' method tests
chemicals in tissue cultures,
rather than in experimental
animals. This technique for
transforming normal c e 1 1 s

into cancerous ones — more
rapid and sensitive than other
methods — has now been
adopted by research groups
throughout the world.
The new research method
has already produced both
practical and theoretical re-
sults, - .among them elimina-
tion of one of the previous
theories of cancer which as-
sumed that cancer-causing
chemicals select between
normal and cancer cells by
destroying the normal cells,
thus allowing the cancer
cells, present all along, to
develop and produce growths.
The findings of Prof. Sachs
working together with the
Institute's Dr. Eliezer Huber-
man, clearly demonstrate
that carcinogenic materials
work directly on the living
cell.
