Hias Spokesman , Clarifies U.S. Immigrant Aid Procedures

Allocation of U. S. funds
to assist emigres from Russia
created confusion in some
ranks and letters to editors
of newspapers charged that
special privileges were being
granted to Jews with such
grants.
The misapprehensions were
clarified this week in a state-
ment to The Jewish News by
Joseph Edelman, head of the
public relations staff of
United Hias Service in New
York.
Edelman, former director
of the cultural department
of the Detroit Jewish Corn-
--mnity Council, pointed out
at of the first 1,000 immi-
grants to arrive in the U.S.
from Russia, 200 were non-
Jews from the USSR. Edel-
man stated:

"In terms of resettlement,
the costs involved are of
considerable magnitude.
Under present plans the
United States will provide
$300 per person to assist in
the resettlement of the first
3,000 Soviet immigrants (not
only Jews). (As you may
know similar provisions were
made when the Ugandans
were assisted to resettle in
this country.) However, the
cost to the local Jewish re-
settlement agency for the in-
tegration of these newcomers
is at least $1,500 per person.
Among the elements involved

Jews pay the transportation
costs to the United States
with their own funds. Fur-
ther, while there are U. S.
funds to help defray trans-
portation and some other ex-
penses, the fact is that much
more is involved. For those
requiring assistance in meet-
ing their transportation costs,
loans are advanced by the
Intergovernmental Commit-
tee on European Migration
(ICEM). The ultimate source
of these monies is the U. S.
government. However, these
loans are repayable when the
immigrant is in a position
to do so, and much is repaid.
