Arabs' Billions: Threats to Man y Economies

The extent of Arab power
that has begun to dominate
the world is described in a
series of articles in the Chi-
cago Tribune by Philip Ca-
puto. In one of he most re-
cent in the series, writing
from Kuwait City, Caputo
describes developments in
Arab lands as follows:
Shiek sabah al-Salem al-
Sabah, the emir of Kuwait,
rules a country the size of
New Jersey, but he is prob-
ably the world's highest-paid
chief executive. His salary
is $25,000,000 a year, 100

Most of the oil princes,
'however, are planning for the
day about 20 or 25 years from
now when the oil runs out.
They are already drawing
blueprints for an economy
based on energy-related in-
dustries such as fertilizers,
petro-chemicals, steel and
shipbuilding.
This year, Saudi Arabia,
Kuwait and Abu Dhabi will
earn, respectively, in mil-
lions $20, $8 and $3. Half of
the total—about $16,000,000,-
000 — will be in currency
reserves.
A large portion of this huge
sum will be plowed into the
United States, the Arabs'
m o s t attractive investment
market.
Kuwait, for example, has
about $3- to $4,000,000,000
earmarked for the U.S. The
Kuwait Investment Co. has
already bought property in
South Carolina for $17,400,000
and will spend $100,000,000
developing it as a resort. The
same company has put up
$10,000,000 for 'a project in
downtown Atlanta, including
the new Atlanta Hilton and is
planning to buy the Chicago
suburb of Hoffman Estates.
Among other Arab invest-
ments in the U.S.:
A Puerto Rican refinery to
be owned jointly by a New
York firm, Saudi Arabia, and
Abu Dhabi has been pro-
posed.
Adnan M. Khashoggi, a
Beirut-based Saudi Arabian,
has acquired 50 per cent of
the stock of Security Capital
Corp., has purchased two
California banks, and has
$1,000,000 in California real
estate.
A group of Arab banks is
setting up the First Arabian
Bpnk and First Arabian Corp.

funds — including money to
buy American banks — into
the U.S.
All told, the Arabs have
piled up American holdings
of about $15,000,000,000, and
that is expected to increase
20-fold within the next two
years.
What the oil princes fear
is the rise of an economic

urge Congress to freeze Arab
assets and nationalize their
holdings. In other words, they
are concerned that the U.S.
may do to them what they
have done to many American
investments in their coun-
