There is no lead- er in sight who could enforce the discipline necessary in a political party, particularly one in power. Until the Yom-Kippur War Mrs. Golda Meir was regard- ed as the strong personality and anthority,'abTe to enforce such discipline, but the war has severely damaged her prestige. This led to a power struggle between several of the leaders, some of whom went so far as to vote- against th? government in the Knes- set or abstain from voting. The former secretary gen- eral of Histadrut, Yitzhak Ben-Aharon, resigned, be- cause he felt the party lea- dership did not give him its support. He often criticized the policies of Mrs. Meir, Pinhas Sapir and Haim Bar- Lev. In the Knesset he voted against Sapir's additional budget after the minister of finance abolished subsidies on some basic products. When the new government was pre- sented to the Knesset by Mrs. Meir, he abstained from vot- ing, explaining this extraor- dinary step by the necessity for a government eomposed of new and young members. The former general secre- tary of the Labor Party, Arye Eliav, also abstained on this occasion. He is one of the staunchest opponents of the government's policy in the occupied territories. Togeth- er With Ben-Aharon he broke the party faction's discipline in the Knesset. The third leader of the La- bor Party was Abraham Ofer, who was chairman of the party's election headquar- ters. As general director of the•biggest building company in Israel, Shikun, he had hoped to become minister of housing. Until, recently he was a 'supporter of Pinhas Sapir, but since the recent elections he has gone into op- position and stayed away from the Knesset for the vote of confidence for the govern- m ent. The fourth "revolutionary" is the leader of the Jerusalem party branch and chairman of the Labor Alignment fac- tion and the coalition in the Knesset, Moshe Baram. He had hoped to become minister of labor replacing Joseph Al- mogi, who has been elected mayor of Haifa. It was thought that Itzhak Rabin would become minister of de- fense replacing Moshe Dayan when the latter announced his resignation. But Dayan- later agreed to withdraw his resignation, and Rabin was appointed minister of labor. This caused the conflict with Baram and the Jerusalem branch of the party. In turn, it led to the resignation of Adi Jaffe, former political secretary to the late Prime Minister Levi Eshkol, from the task of whip to the Knes- set faction as a protest over the way Baram's prospective appointment had been hand- led. Haifa Mayor Joseph Al- magi also has his resentments against the leaders of the Labor Party, especially Mrs. Meir who, a few years ago, tried to influence him to re- linquish his office as minis- ter of labor in favor of Israel Galili and to become a min- ister without portfolio. Now he has been organizing the Haifa 'party branch against the Tel Aviv branch, coming out in support of the Jerusa- lem branch with Moshe Bonin. The Labor Party also has trouble with Yossi Sarid, the young Knesset member who was party spokesman during the last election campaign. He is strongly opposed to Dayan's policy. After the el- ections he said in an unoffi- cial meeting that he would do everything to hinder Dayan from becoming defense min- ister again. In the new Knes- set he provoked the anger of the Rafi group by heckling Dayan on- delicate issues con- cerning the army. Sarid is a supporter of Sapir, but with these antics he has given Sa- pir a headache. He also in- tended to abstain from voting cn confidence for the new government, but in the end he yielded Sapir's appeal and voted for the government, is- suing a declaration that he is in favor of replacing Golda Meir and Moshe Dayan whom he held to a large de- gree responsible for the trag- ic events before and during the Yom Kippur War. The secretary general of the Israeli Teachers' Union, Shalom Levin, who - is a La- bor Party Knesset member, refused to join the Knesset committee on education and culture to protest at not hav- ing been elected to the com- mittee on security and for- eign affairs. There also is trouble with the Ahdut Avoda. group, which wanted Moshe Cannel to become a member of the Ohm for Moshavim JERUSALEM (JTA) — Some 6,000 olim are to settle in 36 moshavim within the next two years, said Avraham Rosenman of the Jewish Ag- ency. government or chairman of the security and foreign af- fairs commission instead of Chaim Zadok, who has been appointed minirster of justice in the new cabinet. Another crisis is brewing in the alignment with Ma- pam, who are demanding three seats in the new cabi- net instead of two, arguing that the other coalition part- ies, the National Religious and Independent Liberals, each have an additional member. Mapam decided to boycott all meetings - of the Alignment Knesset faction for two months and some lea- ders of Mapam demanded their factions leave the align- ment. The leaders of the Labor Party feel that they lost the authority to uphold party dis- cipline. Now the interim-re- port of the Agranat Commis- sion, due to be published next month, is keenly await- ed. This commission is inves- tigating the mistakes and shortcomings before and dur- ing the Yam Kippur War. If this report finds some leaders of the Labor .Party guilty of mistakes and failures, changes in the party leader- ship and government may be expected which could lead either to greater unity and inner discipline or to the La- bor Party Alignment splitting up into separate factions. The Labor Party and Align- ment need a strong leader like the late David Ben- Gurion. They admit needing a miracle to uphold party unity.
