African Countries' Break With Israel
Stings After Generous Policy of Aid
A major casualty of the
recent Middle East war was
Israel's long-cherished policy
of maintaining close ties
with black African states.
Nineteen African countries
broke relations with Israel
after the start of the war on
Yom Kippur, including such
close friends as Ghana, Li-
beria, Nigeria, Kenya, Ivory
Coast and even Ethiopia
whose Emperor Haile Selas-
sie loves to display his kin-
ship with Israel because of
his claimed descent from
the biblical meeting between
King Solomon and the Queen
of Sheba. One long-time
friend, Zaire, the former
Belgian Congo, severed its
relations two days before the
war- started .
The war probably accel-
erated a development that
started when Uganda cut its
ties with Israel in March
1972. Since then 27 countries
south of the Sahara have
broken relations leaving Is-
rael with diplomatic ties to
only Botswana, Lesotho, Ma-
lawi and Swaziland.
The African countries,
many of them with large
Moslem populations, have
long felt pressure to dissolve
their relations with Israel
from the Arab states in the-
United Nations, the Organ-
ization for African Unity, the
non-aligned conferences and
other organizations where
both blocs are members.
The break with Uganda,
which shocked Israel, came
apparently after Uganda
President Idi Amin was of-
fered financial aid by Libyan
President Muammar Qad-

tions a few months later.
Saudi Arabia also reportedly
offered funds to induce coun-
tries to drop their ties with
Israel.
Israel had provided these
countries with numerous
technicians and other ad-
visers and trained thousands
of their citizens. But the
Jewish state cannot match
the funds of the oil-rich
Arabs.
The latest round of breaks
may have been decided upon
at the non-aligned confer-
ence in Algeria last August
where some observers sus-
pect the Arab states also
planned the Yom Kippur at-
tack on Israel. A clue to this
was Zaire President Joseph
D. Mobutu's remarks in the
United Nations General- As-
sembly announcing, his break
with Israel and explaining
that between friends and
brothers you had to choose
brothers.
Ironically, Israel's African
policy began as an outgrowth
of the hostility Israel experi-
enced at the famed Bandung
Conference -of Nonalignment
in 1955 and the New Delhi
Asian Socialist Conference at
the time of the Suez crisis
in 1956. Israeli leaders began
to see the danger of "being
isolated from the Third
World.
Another irony is that Is-
rael's policy was started by
Golda Meir when she was
foreign minister and is con-
sider&I her most creative in
that post. Mrs. Meir traveled
so extensively through Africa
that at one time she was the
best-known white woman in
the black countries.,
The Israeli program began
with the creation of the In-
ternational Cooperation Divi_
sion of the ministry of for-
eign affairs in 1958. The first
program of aid was to
Ghana shortly after it be-
came an independent coun-
try. By the end of 1971 Israel
had sent 4,362 experts to
more than 80 countries In
Africa, Asia and Latin
America and the Mediter-
ranean Basin. During- the
same 14-year period, 15,474
persons from these countries
came to Israel for training
in a wide number .of fields.
Most projects are carried
out through bilateral agree-
ments between Israel and
the country requesting aid.
Some programs involve a
third country and/or the
United Nations or some other
international agency, Israel
is also carrying out develop-
ment projects for the Organ-
ization for Economic Coop-
eration and Development and
the Organization of Ameri-
can States although she is
not a member of their group.
Unlike most nations giving
aid, Israel requires the re-
cipient to share in the cost
of the project. Financial aid
is sometimes provided by a
third country — the U. S.,
Sweden, or the Netherlands
in particular — of by the
UN. However, the program
still costs Israel about $10,-
000,000 a year, about one-
third of the budget of the
ministry of foreign affairs.
