A new -U.S. Constitutional
amendment dealing with
equal educational opportun-
ities for all has been pro-
posed by Dr. Max Rosenberg
of the Detroit Public Schools
in the lead editorial-article
in the March issue of the Phi
Delta Kappan.
The prestigious education
journal is the official organ
of Phi Delta Kappa, made
up of 85,000 educators across
the nation.
Dr. Rosenberg emphasizes
the need for an equal educa-
tional opportunity am end
ment, pointing out that the
word "education" at present
does not appear in the U.S.
Constitution. This, he calls,
"a crucial omission," and he
insists that "contemporary
reality makes correction im-
perative."
The proposed amendment
would make education in the
public schools "a fundamental
right guaranteed by federal
authority," guaranteeing
equality of educational op-
portunity regardless of "sex,
religion, racial-ethnic back-
ground, economic condition,
or place of birth or resi-
dence."
According to Rosenberg,
the adoption of the equal edu-
cational opportunities amend-
ment "could mark a historic
turing point in the life of our
